Regular Board Meeting

Minutes of the meeting – October 17, 2023

 

 

The meeting was called to order at 5:00pm, by Robyn Stecklein. Roll call was conducted and members present were as follows:  Robyn Stecklein, Randy Voss, and Mary Licar. Board Attorney Charles Atwell, Finance Director Jason Paprocki were also present.

Approval of Minutes

A motion was made to approve the minutes of the Regular Board Meeting dated July 18th, 2023. A motion was made by Voss, seconded by Licar.  A roll call vote was taken:  Stecklein – yes; Voss – yes; Licar  –yes.  Motion passed 3-0.

 

Presentation and Acceptance of Treasurer’s Report and Approval of Bills Presented and Paid

Jason Paprocki presented summary and detailed financial reports for the Pension Fund accounts through September 2023. A motion was made to approve the Treasurer’s Report by Licar, seconded by Voss.  A roll call vote was taken: Stecklein – yes; Voss – yes; Licar – yes.  Motion passed 3-0.

 

Presentation and Acceptance of Investment Report

Jason Paprocki discussed the most recent quarterly report as of September 2023.  A motion was made to approve the Investment Report by Licar, seconded by Voss.  A roll call vote was taken: Stecklein – yes; Voss – yes; Licar – yes.  Motion passed 3-0.

 

Discussion and Approval of 6/1/2023 Police Pension Actuarial Valuation and Recommended Tax Levy

Jason Paprocki presented the actuarial valuation and tax levy recommendation of $1,825,526. A motion was made to accept the actuarial valuation and tax levy by Stecklein, seconded by Voss.  A roll call vote was taken: Stecklein – yes; Voss – yes; Licar – yes.  Motion passed 3-0.

 

New Business

 

Approval of Retirement Application for Benefits from Scott Buziecki

Jason Paprocki presented the calculations for Scott Buziecki, who is 53 years old, has 27 years of service in Tier One, and had a final pensionable salary of $156,855 which includes stipends currently being paid. His prorated monthly pension for October will be $5,123.08 and his monthly pension starting in November will be $8,823.09. A motion was made to approve the retirement benefits for Scott Buziecki by Licar, seconded by Voss.  A roll call vote was taken: Stecklein – yes; Voss – yes; Licar – yes.  Motion passed 3-0.

 

Approval of Retirement Application for Benefits from Paul Ivanyi

The application has not yet been received by the North Aurora Police Pension Board, so Stecklein made a motion to table this until the next meeting, seconded by Voss.  A roll call vote was taken: Stecklein – yes; Voss – yes; Licar – yes.  Motion passed 3-0.

 

Other

Recommended North Aurora Police Pension meeting dates for 2024 were discussed as follows: January 16, April 16, July 16, and October 15, all at 5:00pm. A motion was made to accept the meeting dates by Licar, seconded by Voss.  A roll call vote was taken: Stecklein – yes; Voss – yes; Licar – yes.  Motion passed 3-0.

 

Adjourn

A motion was made to adjourn the meeting at 5:38 by Licar, seconded by Voss.  A roll call vote was taken: Stecklein – yes; Voss – yes; Licar – yes.  Motion passed 3-0.
