The Village of North Aurora, Illinois, population 18,261 and located in Kane County, seeks applicants for the Finance Director position. The Finance Director is responsible for all financial matters including budgeting and long-term forecasting, overseeing the audit process, financial reporting, debt management, cash and investment management, risk management, tax levy process and liaison to the Police Pension Board. Position also serves as Village Treasurer, is a member of the Village’s collective bargaining team and oversees an employee managing certain employee benefit programs and human resource activities. The Finance Director position oversees a staff of three full-time and two part-time employees who handle accounting, accounts payable, accounts receivable, cash receipts, payroll and utility billing.
The Village maintains an excellent financial position, and has maintained an AA+ bond rating from Standard and Poor’s since 2017. The total Village Budget for the current fiscal year ending May 31, 2022 is $29 million. The Village has established over the years consistent funding sources for both operating and capital needs, benefits from an excellent sales tax generating retail environment and has received financial and economic growth from significant new development throughout the community over the last several years. The Village has received the GFOA Certificate of Excellence in Financial Reporting for the last twenty years, the GFOA Distinguished Budget Presentation Award for the last sixteen years and the GFOA Popular Annual Financial Report award for the last four years.
Qualified candidates for this position must possess a bachelor’s degree in accounting, finance or a related field. A Master’s Degree in a related field, CPA designation or a CPFO designation is highly desirable. Candidates must have at least seven (7) years of progressively responsible and relevant experience, municipal or governmental experience preferred. Candidates must possess strong written and verbal communication skills, excellent analytical abilities, be adept at preparing and presenting information to elected officials and others, and be able to establish and maintain effective working relationships with other individuals in the organization.
The annual salary range for this position is $105,498 to $149,240 and is based on a ten (10) step system. Starting salary and step is dependent on qualifications. The Village offers an excellent benefit package including health insurance, life insurance, vacation leave, holiday leave, sick leave, participation in the Illinois Municipal Retirement Fund (IMRF) and consistent support for ongoing professional development. There is no residency requirement for the position.
