VILLAGE OF NORTH AURORA

POLICE COMMISSION MEETING

October 3, 2023, at 17:00 hrs.

 

Call To Order

Chairperson Hatchet presented a motion to commence this 4th Quarter Open Meeting for 2023 for the Village of North Aurora Police Commission and a second motion was made by Commissioner Jungels; the meeting commenced at 17:02 hrs. – All in favor.

 

Roll Call

Commissioners present: Chairperson Lisa Hatchet, Commissioner Phil Jungels and Commissioner Brian Reid.

 

Old Business

  1. Approve meeting minutes from the 3rd Quarter 2023 open NAPD Police Commission meeting held on 12-Jul-2023. All commissioners, in favor.
  2. No other Old Business.

 

New Business

  1. The Commissioners reviewed the Psychological and polygraph testing results for Lateral Transfer Patrol Officer Candidate Mason Brant, no issues reported. Furthermore, he has his Medical Exam scheduled for later this week. The Commission should have the final medical report and background investigation findings to review at a future date to be determined.
  2. The Commissioners tentatively agreed to convene a Special Open Meeting on Monday October 9, 2023, to complete this final review of Lateral Transfer Patrol Office Candidate Mason Brant.
  3. The Commissioners reviewed the background investigation report for Patrol Officer Candidate Caleigh Ranstead, currently on the N.A.P.D. Patrol Officer Candidate List. A review of the background investigation completed for our review was indicative of prior unsatisfactory domestic and juvenile issues with a history of an illegal concealed weapon violation at a public establishment. Based on these findings the Commissioners unanimously agreed to disqualify/fail Patrol Officer Candidate Ranstead from further employment consideration.
  4. The Commissioners reviewed the NAPD background investigation report for Patrol Officer Candidate Javier Munoz, currently on the N.A.P.D. Patrol Officer Candidate List. A review of the background investigation completed for our review was indicative over an 8-year period of admitted prior substance abuse involving alcohol and various drugs, an illegal concealed weapon violation, reported domestic argument incident under the influence of alcohol with girlfriend, driving while intoxicated. Based on these findings a motion to disqualify/fail Patrol Officer Candidate Munoz was made by Commissioner Reid and seconded by Commissioner Hatchet, all present in favor.
  5. The Commissioners reviewed the next 3 eligible Patrol Officer candidates from the list and agreed to proceed with background investigations for Patrol Offers Candidates Kevin Blake #6, Luis Mendoza #7 and Alejandro Mora-Marquez #8, all present in favor.
  6. Fifteen Patrol Officer Candidates remain on the posted 2023 N.A.P.D. Patrol Officer Candidate list, all fifteen remaining candidates have been interviewed by the commission to date.
  7. The Commission has been advised by N.A.P.D. Administration that there will be three upcoming retirements (20 in 2023 and (1) in 2024.
  8. The Commissioners agreed to proceed with full background investigations on the next eligible candidates from the list, all present in favor.

 

Adjournment

A motion to adjourn the meeting was made by Chairperson Hatchett, this motion was seconded by Commissioner Jungels; all in favor – Motion Approved. The Open Meeting adjourned at 17:54hrs.
