VILLAGE OF NORTH AURORA
POLICE COMMISSION MEETING
April 12, 2023, at 17:00hrs.

Call To Order
A motion was presented by Chairperson Hatchet to commence this 2nd Quarter Open Meeting for 2023 for the Village of North Aurora Police Commission and a second motion was made by Commissioner Jungels; the meeting commenced at 17:13 hrs. – All in favor.

Roll Call
Commissioners present: Chairperson Lisa Hatchet, Commissioner Phil Jungels and Commissioner Brian Reid. Also in attendance were Chief DeLeo and Deputy Chief Gorski of the North Aurora Police Department.

Old Business
1. Approve meeting minutes from the 1st Quarter 2023 open NAPD Police Commission meeting held on 17-Jan-2023. All commissioners, in favor.
2. The 2022 Patrol Officer Candidate Eligibility List – there are nine (9) Patrol Officer candidates remaining on the eligibility list from 2022. The Chairperson Hatchet discussed this matter with The Illinois Fire & Police Commissioners Association attorney, John Broihier, on 20-Mar-2023 and in that discussion he indicated that the North Aurora Police Commission was under no obligation to interview any of the remaining nine candidates prior to establishing a new list of eligible candidates for 2023.
3. No other Old Business

New Business
1. The NAPD Commission will state verbally and in writing what the minimum passing written test score will be in 2023 to be considered for a Patrol Officer position prior to testing and establishing the final public list. All in Favor.
2. The Commission has approved updated testing requirements for 2023 to include a written essay question, proctored by C.O.P.S. testing services, to be completed by each Patrol Officer candidate on the scheduled testing date. A 30-minute time frame, to answer this essay question, will be given to all eligible candidates. All in Favor.
3. The Commissioners have approved an alternative testing date for 1 candidate for May 1, 2023, because of military active-duty deployment work requirements. The test will be the same test and proctored by the C.O.P.S. as well. All in Favor.
4. The Commission will consider, at a later date; alternative considerations for proctored testing at testing centers, alternate individual testing dates or other locations to accommodate individuals in the military, having home healthcare or childcare needs, etc. All in Favor.
5. The Commissioners have agreed to a closed meeting of the North Aurora Police Commission on 27-Apr-2023 at 15:00 hrs. All in Favor.
6. Police Officer Candidate, Michael Walker, has completed his ride along shift, background check and oral interview. He will need to complete the following: Polygraph, Psychological and Medical examinations. A conditional offer of employment will be offered after once the remaining tests are completed 01-Aug-2023.
7. No further new business.

Adjournment
A motion was made to adjourn the meeting by Chairperson Hatchett, this motion was seconded by Commissioner Jungels; all in favor – Motion Approved. The Open Meeting adjourned at 18:17hrs.
