COMMITTEE OF THE WHOLE MEETING MINUTES
Monday, April 3, 2023

Due to the COVID-19 pandemic, the Village Board meeting was conducted live remotely
via telecommunications.

CALL TO ORDER
Mayor Gaffino called the meeting to order.

ROLL CALL
In attendance: Mayor Mark Gaffino, Trustee Mark Carroll, Trustee Laura Curtis, Trustee Mark Guethle, Trustee Mike Lowery, Trustee Todd Niedzwiedz, Trustee Carolyn Salazar

Staff in attendance: Village Administrator Steve Bosco, Finance Director Jason Paprocki, Community & Economic Development Director Mike Toth, Village Attorney Kevin Drendel, Public Works Director John Laskowski, Police Chief Joe DeLeo.

DISCUSSION

1. FY 2023-24 Draft Budget Follow-Up
Finance Director Paprocki updated the Village Board regarding the progress and changes of the 2023-2024 budget.
• In the General Fund:
o There was an update in the pay grade for the new Business and Administrative Services Manager
o $10,000 was removed for contracted Strategic Plan professional services, it is now done in-house.
o Added $2,500 for meals and supplies related to in-house Strategic Plan sessions.
o Reduced the Village Hall office improvements from $10,000 to $5,000.
• Water Fund:
o Adding $25,000 for West Treatment Plant exterior wall tuck-pointing and waterproofing.
o Adding $25,000 for East Treatment Plant exterior wall tuck-pointing and waterproofing.
• Route 31 TIF Fund:
o Updating property tax revenue from $343,500 to $335,000 based on the 2022 tax extension confirmation.
• United TIF Fund:
o Updating property tax revenue from $116,500 to $385,000 based on the 2022 tax extension confirmation.

Director Paprocki stated that the next step in the Budget process will be a public hearing on April 17, 2023, the notice will be placed in the Daily Herald on Friday, April 7, 2023.
Paprocki anticipates small changes to the Draft Budget, specifically to the Road Program.
The Budget will then be brought back before the Board on May 1, 2023 for approval.

2. American Rescue Plan Act (ARPA) Update
Administrator Bosco reminded the Board that the Village had been awarded 2.5 million dollars in ARPA funds which can only be used on certain types of projects and the funds must be obligated to a project by the end of 2024. Staff had previously gone to the Board about obligating the funds for lead service line replacement, to which the Board agreed. The timing of that project is not aligning with the required time restraints of ARPA, therefore staff was presenting an alternative project to appropriate ARPA funds.

Director Paprocki explained that obligating ARPA funds to current Water Fund capital projects would free up funds for future Water Fund capital projects. The current projects identified that would qualify for the ARPA funds include Well #5 improvements, Chestnut, Locust, Spruce water main replacements, Well #6 improvements, Clearwater, Lovedale, Offutt, Fox River Crossing water main replacement as well as other ARPA approved water related projects.
Paprocki stated that a resolution will be presented to the Board at the next meeting obligating the ARPA funds to these projects.

Administrator Bosco gave an update and answered questions about how the Lead Service Line project is developing.
