COMMITTEE OF THE WHOLE MEETING MINUTES
Monday, March 7, 2022

Due to the COVID-19 pandemic, the Village Board meeting was conducted live remotely
via telecommunications.

CALL TO ORDER
Mayor Gaffino called the meeting to order.

Staff in attendance: Village Administrator Steve Bosco, Finance Director Jason Paprocki, Community & Economic Development Director Mike Toth, Village Attorney Kevin Drendel, Streets Superintendent Brian Richter, Police Chief Dave Fisher.

DISCUSSION

1. Supplemental Entertainment Class B Liquor License for Randall Café

Administrator Bosco explained that the Randall Café Bar and Grill would like to have live entertainment, eight to nine live events a month. They have indicated that they would like to host a band every Saturday from 9pm-2am, karaoke every other Thursday from 8pm-10pm and a mariachi band every other Friday from 7pm-10pm.
The closest residence is over 300 feet.
Administrator Bosco stated that the Board can place restrictions on the license.
Trustee Salazar expressed concerns about the live music going until 2am and whether or not that may disturb nearby residents.
The Board discussed the potential disturbance live entertainment might have on nearby residents, and while Randall Café expressed interest in ending entertainment at 10pm during the week, that time could potentially change.
The Board members were in agreement that live entertainment would benefit the Village.
Administrator Bosco and Attorney Drendel spoke about adding conditions to the license, stating that doing so would give the Village more leverage if there should ever be problem or complaint that needed to be addressed. They discussed adding a condition that would allow review of the License by the Liquor Commissioner should there be problems stemming from the entertainment allowed by the Class B Liquor License.
All trustees agreed on approval with conditions.
2. Petition #22-02: Seasons of North Aurora Apartments

Administrator Bosco explained that the item was in regard to the 21.7 acre property west of Orchard Road, south of West Mooseheart Road and east of Deerpath Road. The multifamily residential development went before the Plan Commission on March 1, 2022 with a public hearing prior to the meeting. The meeting was well attended by the public, the item was before the Village Board for further discussion and an opportunity for further community input.

Director Toth reminded the Board of the 2012 approval of the annexation of the property as well as the PUD ordinance establishing zoning for the property. Toth stated that the property south of the “connector road” was zoned commercial while north of the road zoned residential.
Director Toth spoke to the history of the zoning ordinances related to the property.
Director Toth stated that the development’s change in proposed enclosed parking spaces and the request to change the development plan processing requires PUD Amendments.
Director Toth said that the Plan Commission recommended approval of the development, however expressed concerns about the location of the community clubhouse. The developer has since submitted plans with a new clubhouse location.
Director Toth stated that the Staff had also recommended approval subject to conditions.

Director Toth introduced Tony DeRosa of the Milwaukee based Fiduciary Real Estate Development group who spoke about the “Seasons” development project. The project will include thirteen buildings with twenty apartments per building. Each building will be two stories. There will be a mix of studios, one, two and three bedroom apartments with rental rates ranging between $1,400 and $2,700.

Director Toth stated that the annexation agreement calls for sidewalks to be installed around the perimeter of the development, however the development to the north does not have a sidewalk along Orchard Road leaving nowhere for a sidewalk to connect to along Orchard. The proposed project would have a sidewalk installed along Mooseheart Road with additional walkways installed within the development.

Luay Aboona with KLOA was on hand to comment in regard to the results and finding of the site traffic evaluation done by KLOA. He stated that when the estimated peak hour traffic volumes anticipated to be generated by the proposed development are compared to the total projected peak traffic volumes, the development generated traffic will not have detrimental impact on the area roadways. He also stated that they do not anticipate the need to add a traffic light and stop signs will be adequate. Acceleration and deceleration lanes will be installed along Orchard Road.

There was further discussion regarding clarification of the sidewalk placement as well as the ongoing traffic study.

Trustees gave positive feedback on the project.
