SERVICES COMMITTEE MEETING MINUTES
SEPTEMBER 17, 2018

CALL TO ORDER
Trustee Gaffino called the meeting to order.

In attendance: Mayor Dale Berman, Trustee Mike Lowery, Trustee Tao Martinez, Trustee Mark Gaffino, Village Administrator Steve Bosco, Dave Arndt and Dave Hansen.

NEW BUSINESS
1. G.I.S. Presentation
Village Administrator Steve Bosco explained that ten years ago it was extremely expensive to have private companies create a G.I.S. system and we did a study that showed it was astronomical to have a company implement it for you. We then looked at options including using the County for their G.I.S. services. G.I.S. essentially is putting data to maps. Any data you can put into a spreadsheet can be mapped using G.I.S. This will allow the Village to map data to be more efficient in our services and future services. Not just in responding to complaints or monitoring programs, but how we can create maps that we want to better ourselves in other areas. After deciding to use the County for G.I.S. services, we put $40,000 in the budget to cover the services of the county housing our data on their servers and providing access to certain programming. The County could do additional special projects for us at an hourly charge.

Before the budget season ended the Village decided that it made sense to have someone in-house to do some of that work, which would have cost the Village if we had to consult it out. Staff hired the Village’s intern David Hansen, who has a geography background, as our first Administrative/GIS Analyst. In the last 3-4 months Dave Arndt our IT Manager and David Hansen our GIS Analyst, the two of them have partnered and have started building our maps from the ground up. As a result, the Village hasn’t used the County more than one time and that was just a preliminary project to see what the turn-around time was and how much it cost. Since then, everything is being done in-house and the Village only paying the County for is to house our data. Ultimately, right now we are going to spend about $15,000 of that $40,000 and save $25,000 a year and be able to produce maps in house faster and more efficiently and we can build the program around what we want to do.

Dave Arndt and Dave Hansen provided a presentation to the Committee at this time, including samples of maps created, to give the board a better perspective of what G.I.S. is and what can be done with it.

It was noted that the most efficient use of GIS is for infrastructure (streets map, watermain, stormsewer and sanitary sewer).

Staff is in the process of getting the information provided from Rempe-Sharpe through the auto-cad system and converting it to GIS.
