VILLAGE BOARD MEETING MINUTES
JULY 6, 2015

CALL TO ORDER
Mayor Berman called the meeting to order.

SILENT PRAYER – MEDITATION – PLEDGE OF ALLEGIANCE

ROLL CALL
In attendance: Mayor Dale Berman, Trustees Laura Curtis, Mark Carroll, Mark Gaffino, Mark Guethle and Village Clerk Lori Murray. Not in attendance: Trustees Mike Lowery and Chris Faber.

Staff in attendance: Village Administrator Steve Bosco, Finance Director Bill Hannah, Community & Economic Development Director Mike Toth, Police Chief Dave Summer, Public Works Superintendent Mike Glock, Water Superintendent Paul Young, Attorney G. Tyler Stevenson (Drendel & Jansons) and Labor Attorney Richard Kelly.

AUDIENCE COMMENTS
Robert C Jones, 125 Pierce Street, North Aurora – Mr. Jones noted his concern regarding the need to tarp gravel trucks so that gravel and other debris does not fall from the trucks causing damage. Chief Summer said that a truck load must be tarped if contents are shifting or blowing, but does not have to be tarped at all times. Summer said the department will be giving this some attention in a traffic enforcement detail. Village Administrator Bosco said that the Village has been in touch with LaFarge about monitoring the loads.

11. Approval of a Bill List dated July 6, 2015 FY15 in the Amount of $58,621.92; and Approval of a

ADJOURN TO EXECUTIVE SESSION

1. Approval of a Resolution Approving a Collective Bargaining Agreement Between the Village of
North Aurora and the Metropolitan Alliance of Police covering North Aurora Police Officers from June 1, 2015 through May 31, 2018
Motion for approval made by Trustee Gaffino and seconded by Trustee Curtis. Roll Call Vote: Trustee Gaffino – yes, Trustee Guethle – yes, Trustee Carroll – yes, Trustee Curtis – yes. Motion approved.

VILLAGE PRESIDENT’S REPORT
1. Appointment to the Aurora Area Visitor and Convention Bureau
Motion made by Trustee Guethle and seconded by Trustee Gaffino to appoint Dale Berman to the Aurora Area Visitor and Convention Bureau. All in favor. Motion approved.

COMMITTEE REPORTS – None

TRUSTEES’ COMMENTS
Trustee Gaffino mentioned that North Aurora Days in the Village would be held August 7, 8 and 9. Gaffino said the North Aurora Days Committee is currently looking for volunteers.

Mayor Berman mentioned that the 4th of July celebration at Rivers Edge Park was a terrific event and was pleased by the turnout.

ADMINISTRATOR’S REPORT
Village Administrator Steve Bosco informed the Board that the Village is creating a Village flag which will include the new village logo. Trustee Gaffino asked if flags would be available for purchase by residents. Bosco said he would look into this further before purchasing flags.

ATTORNEY’S REPORT – None
FIRE DISTRICT REPORT – None

VILLAGE DEPARTMENT REPORTS
1. Finance – None
2. Community Development – None
3. Police – Chief Summer mentioned that the department has noticed an increase in the amount of calls for service regarding large fireworks being set off around the 4th of July holiday. Summer said he plans to meet with the public safety committee to address tightening up the ordinance.
4. Public Works – None
5. Water – Paul Young reported that phase 2 of Smoke Tree will begin in two weeks.
