VILLAGE BOARD MEETING MINUTES
JULY 20, 2015

CALL TO ORDER
Mayor Berman called the meeting to order.

ROLL CALL
In attendance: Mayor Dale Berman, Trustee Laura Curtis, Trustee Mike Lowery, Trustee Chris Faber, Trustee Mark Carroll, Trustee Mark Gaffino, Trustee Mark Guethle, Village Clerk Lori Murray.

Staff in attendance: Village Administrator Steve Bosco, Finance Director Bill Hannah, Community & Economic Development Director Mike Toth, Police Chief Dave Summer, Public Works Superintendent Mike Glock, Water Superintendent Paul Young, Fire Marshall Eric Bunkofske, Village Attorney Kevin Drendel.

CONSENT AGENDA
1. Approval of Village Board Minutes dated 7/6/2015 and C.O.W. Minutes dated
7/6/2015
Motion for approval made by Trustee Gaffino and seconded by Trustee Guethle. Roll Call Vote: Trustee Gaffino – yes, Trustee Guethle – yes, Trustee Carroll – yes, Trustee Faber – yes, Trustee Lowery – yes, Trustee Curtis – yes. Motion approved (6-0).

NEW BUSINESS
1. Motion to Waive Bids and Approval of a Proposal from Layne Christensen
Company for the Maintenance of Well No. 7 in the Estimated Amount of $85,000 to $110,000
Motion for approval made by Trustee Guethle and seconded by Trustee Lowery. Roll Call Vote: Trustee Guethle – yes, Trustee Gaffino – yes, Trustee Carroll – yes, Trustee Faber – yes, Trustee Lowery – yes, Trustee Curtis – yes. Motion approved (6-0).

2. Approval of a Special Events Request for 305 Hickory Street in North Aurora
Village Administrator Steve Bosco informed the Board that a resident had requested a special events permit in order to have live music until midnight for a backyard wedding. Trustee Faber suggested an end time for the live music of 10:00 p.m. Trustee Carroll suggested 11:00 p.m. Trustee Curtis said she did not believe the Village should go against what is currently allowed in the ordinance.

Motion made by Trustee Carroll and seconded by Trustee Faber to approve as presented. After further discussion, the Motions were withdrawn. A Motion was then made by Trustee Carroll and seconded by Trustee Curtis to approve the request with the condition that live music would end at 11:00 p.m. Roll Call Vote: Trustee Carroll – yes, Trustee Gaffino – yes, Trustee Geuthle – yes, Trustee Faber – yes, Trustee Lowery – yes, Trustee Curtis – yes. Motion approved (6-0).

3. Approval of Pay Request No. 2, Partial in the Amount of $93,844.59 to Geneva
Construction Company for the 2015 Road Program
Motion for approval made by Trustee Guethle and seconded by Trustee Lowery. Roll Call Vote: Trustee Guethle – yes, Trustee Lowery – yes, Trustee Gaffino – yes, Trustee Carroll – yes, Trustee Faber – yes, Trustee Curtis – yes. Motion approved (6-0).

4. Approval of a Bill List dated July 20, 2015 FY15 in the Amount of $10,173.87; and
Approval of a Bill List dated July 20, 2015 FY16 in the Amount of $185,933.07
Motion for approval made by Trustee Gaffino and seconded by Trustee Guethle. Roll Call Vote: Trustee Gaffino – yes, Trustee Guethle – yes, Trustee Carroll – yes, Trustee Faber – yes, Trustee Curtis – yes, Trustee Lowery – yes. Motion approved (6-0).

ADJOURN TO EXECUTIVE SESSION
Motion to adjourn to executive session for the purpose of discussing collective bargaining. All in favor. Motion approved.

COLLECTIVE BARGAINING
1. Approval of a Resolution Approving a Collective Bargaining Agreement Between
the Village of North Aurora and International Union of Operating Engineers, Local 150 covering North Aurora Public Works Employees from June 1, 2015 through May 31, 2018
Motion for approval made by Trustee Lowery and seconded by Trustee Faber. Roll Call Vote: Trustee Lowery – yes, Trustee Faber – yes, Trustee Curtis – yes, Trustee Carroll – yes, Trustee Gaffino – yes, Trustee Guethle – yes. Motion approved (6-0).

ADMINISTRATOR’S REPORT
Village Administrator Steve Bosco said that he is working with NOARDA on a banner project for the State Street bridge and the corridor between Route 25 and Route 31 for beautification purposes. Ideas will be brought forth to the Village Board at a future date.

FIRE DISTRICT REPORT – None

VILLAGE DEPARTMENT REPORTS
1. Finance
Aggregation notices went out to all residents and are due back by the end of July.

2. Community Development
-Continental Properties met with the Waterford Oaks HOA Association to discuss plans for the upcoming apartments project.
-Hardware is about to break ground on Orchard Road.
-Vietnam Gate at 321 S. Lincolnway is now open for business.

3. Police
The Police Commission has been busy with applicant testing for the eligibility list for patrol officer. On Friday 200 people showed up for orientation.

4. Public Works
Road Projects continue. Smoke Tree project will begin this month.

5. Water – None
