VILLAGE BOARD MEETING
JULY 1, 2013

CALL TO ORDER – 7:00 p.m.
Mayor Berman called the meeting to order.

ROLL CALL
In attendance: Mayor Dale Berman, Trustee Laura Curtis, Trustee Mike Lowery, Trustee Chris Faber, Trustee Mark Gaffino, Trustee Mark Guethle, Village Clerk Lori Murray. Not in attendance: Trustee Ryan Lambert.

Staff in attendance: Interim Village Administrator and Police Chief Dave Summer, Community & Economic Development Director Mike Toth, Public Works Superintendent Mike Glock, Water Superintendent Paul Young, Village Attorney Carolyn Jansons.

AUDIENCE COMMENTS – None

TRUSTEE COMMENTS
Trustee Guethle noted that the Village received the Youth Corp grant.

PRESENTATION
1. Chris Hamilton – Aurora Area Convention & Visitors Bureau
Chris Hamilton, Executive Director of the Aurora Area Convention & Visitors Bureau gave a presentation of the AACVB and its services.

2. Mary Robb (PACE) – Robb addressed the Board regarding Ventra, which is PACE
and CTA’s new payment system that will allow customers to use a single far card for regional transit through the Chicago area. The Ventra card is a transit, prepaid debit card that can be used for transit and everyday purchases.

1. Approval of a Contract for a Village Administrator
Motion for approval made by Trustee Guethle and seconded by Trustee Gaffino. Roll Call Vote: Trustee Guethle – yes, Trustee Gaffino – yes, Trustee Faber – yes, Trustee Lowery – yes, Trustee Curtis – yes. Motion approved (5-0).

2. Approval of an Ordinance Approving Supplemental Outdoor Liquor Licenses
(Turf Room and Eddie’s Pizza)
Motion for approval made by Trustee Curtis and seconded by Trustee Guethle. Roll Call Vote: Trustee Curtis – yes, Trustee Guethle – yes, Trustee Lowery – yes, Trustee Faber – yes, Trustee Gaffino – yes. Motion approved (5-0).

3. Approval of Bill List dated 7/1/13 FY13 in the amount of $396,506.12; Approval
of Bill List dated 7/1/13 FY14 in the amount of $115,151.62
Motion for approval made by Trustee Gaffino and seconded by Trustee Guethle. Roll Call Vote: Trustee Gaffino – yes, Trustee Guethle – yes, Trustee Faber – yes, Trustee Lowery – yes, Trustee Curtis – yes. Motion approved (5-0).

OLD BUSINESS – None

VILLAGE PRESIDENT REPORT – Mayor Berman reported that the Village’s new Administrator would begin work on August 5th.

COMMITTEE REPORTS – None

TRUSTEES’ COMMENTS – Trustee Faber noted that the Village’s interactive stream was shut down due to a leak. NOARDA is currently in the process of having it fixed.

ADMINISTRATOR’S REPORT
-Interim Village Administrator Dave Summer informed the Board that the Village has been approved to participate in the 2013 Illinois Youth Recreation Corps Grant Program administered by the Illinois Department of Natural Resources. The grant will provide part time summer work for ten youth between the ages of 14 and 18, operating and instructing in recreational and conservation programs during July and August.

-Reverse 911 recorded to further notify residents of the electric aggregation revenue change.

VILLAGE DEPARTMENT REPORTS
A. Finance – None
B. Community Development – None
C. Police – None
D. Public Works – Mike Glock reported that blacktop is scheduled for Juniper on Wednesday and the stormsewer work has started on Long Avenue.
E. Water – One of the water laborers gave notice that he was taking a position with another company and that employee’s last day was Friday. The position was posted internally and will be posted outside the Village after July 5th.
