VILLAGE BOARD MEETING MINUTES
JUNE 4, 2012

CALL TO ORDER – 7:00pm
Mayor Berman called the meeting to order.

SILENT PRAYER – MEDITATION – PLEDGE OF ALLEGIANCE

ROLL CALL
In attendance: Mayor Dale Berman, Trustee Chris Faber, Trustee Ryan Lambert, Trustee Mark Gaffino, Trustee Laura Curtis, Trustee Vince Mancini, Village Clerk Lori Murray. Not in attendance: Trustee Mark Guethle.

Staff in attendance: Village Administrator Wes Kornowske, Finance Director Wes Kornowske, Community Development Director Scott Buening, Village Attorney Kevin Drendel, Public Works Superintendent Mike Glock, Police Chief Dave Summer, Water Superintendent Paul Young.

BID OPENING
1. 207 B Linn Court – Sealed Bid Auction
One bid was received from Habitat Humanity with a purchase price offer of $17,500. Community Development Director Scott Buening stated that the Village would still need to enter into a contract with the bidder and that would be brought back to the Village Board at a later date.

CONSENT AGENDA
1. Approval of Village Board Minutes dated May 21, 2012 ; Approval of COW Minutes dated May 21, 2012
2. Approval of an Interim Bill List dated 5/30/2012 in the amount of $10,300.06

Motion for approval made by Trustee Gaffino and seconded by Trustee Mancini. Roll Call Vote: Trustee Gaffino – yes, Trustee Curtis – yes, Trustee Mancini – yes, Trustee Faber – yes, Trustee Lambert – yes. Motion approved (5-0).

NEW BUSINESS
1. Approval of Springbrook Web Payments Services
Mayor Berman removed the item from the agenda.

2. Discussion on 310 Banbury Road – North Aurora Care Center Special Use
Annual Review
Scott Buening suggested the Village do nothing as part of the annual review and allow the special use to continue. Motion for approval of the annual review made by Trustee Lambert and seconded by Trustee Gaffino. Trustee Faber asked how many calls the police have received this year. Buening said it has been about the same. There have been a few minor thefts and calls for suspicious activity. Mayor Berman noted that the calls are all internal calls and there have been no neighborhood complaints. Trustee Mancini asked if there has been any change in ownership. Buening said no. Trustee Gaffino asked if the calls from North Aurora Care Center have been in reference to anything major. Chief Summer said no. Voice Vote – yes – unanimous.

3. Approval of an Ordinance Pertaining to the Prevailing Rates of Wages
Motion for approval made by Trustee Gaffino and seconded by Trustee Mancini. Roll Call Vote: Trustee Gaffino – yes, Trustee Mancini – yes, Trustee Curtis – yes, Trustee Lambert – yes, Trustee Faber – yes. Motion approved (5-0).

4. Approval of Pay Request No. 1 in the amount of $71,150.10 from Aquascape,
Inc. for the Grant Funded Interactive Stream Project
Motion for approval made by Trustee Lambert and seconded by Trustee Curtis. Roll Call Vote: Trustee Lambert – yes, Trustee Faber – yes, Trustee Gaffino – yes, Trustee Curtis – yes, Trustee Mancini – yes. Motion approved (5-0).

5. Approval of Bill List dated 6/4/12 FY 12 in the amount of $752,647.84; Approval
of Bill List dated 6/4/12 FY13 in the amount of $75,752.66
Motion for approval made by Trustee Mancini and seconded by Trustee Gaffino. Roll Call Vote: Trustee Mancini – yes, Trustee Curtis – yes, Trustee Gaffino – yes, Trustee Faber – yes, Trustee Lambert – yes. Motion approved (5-0).

OLD BUSINESS – None

VILLAGE PRESIDENT REPORT
Mayor Berman provided the Board with information on tourism. The Village will get a report after the fiscal year of what this means to the Village of North Aurora. Mayor Berman said that tourism is a topic that he feels strongly about.

COMMITTEE REPORTS – None

TRUSTEE COMMENTS
Trustee Faber said that the NOARDA concert series will be held on the second Thursday of June, July and August, with the first concert on Thursday, June 14th.

Trustee Lambert thanked NOARDA and the North Aurora Mother’s Club for the Community Parade, adding that it was well run and well attended. Mayor Berman said that it was great to have the band from West Aurora High School be a part of the parade. Mayor Berman also stated that the Honor Guard did an outstanding job and added professionalism to the entire event.

ADMINISTRATOR’S REPORT
Wes Kornowske reported on the following:

-Congressman Randy Hultgren’s staff will be at the Village Hall on Friday, June 15th from 2-4 pm to answer questions for constituents.
-The Tour for the Cure bike race for Diabetes will take place on Saturday, June 10th and will come through the Village. There will be approximately 350 cyclists.
-Information on the NOARDA Concert Series can be found in the Village newsletter.

ATTORNEY’S REPORT – None
FIRE DISTRICT – None

VILLAGE DEPARTMENT REPORTS
A. Finance – None
B. Community Development – May Code Enforcement: 163 total inspections, 124 personal contact, 39 first notices and 22 second notices. Removed 149 signs from right-of-ways. Five warning notices issued for watering outside of allowed times. In May, there were 5 single family permits issued, 1 commercial permit and 80 others. There have been 11 single family permits this year. Last year there were a total of 17, so the Village is on track to do well this year..
C. Police – Chief Summer reported on the following:
– The Honor Guard participated in the Kane County Police Memorial event at Mooseheart on May 9th and represented the Village very well. They also did a great job in the Community Parade.
– Two police officers from the Village participated in the NATO Conference in Chicago.
– June – will participate in an IDOT grant for roadside safety checks.
– Service anniversaries: Officer Greg Manko – 17 years, Officer John Ithal – 17 years, Officer Ryan Hooper – 5 years. Officer Manko was recognized by IDOT and the Southwestern Illinois Law Enforcement Commission for his seatbelt enforcement efforts. As of May 29, 2012, he has cited more than 1300 motorists for this since 2006.
D. Public Works – None
E. Water
-The water quality report was sent out a few weeks ago. The Village shared first place with Elgin in the water test contest.
-Paul Young said that there have been some drops in the well levels since the Village has been without rain for a couple of weeks.
