VILLAGE BOARD MEETING MINUTES
MAY 5, 2014

CALL TO ORDER – 7:00 pm
Mayor Berman called the meeting to order.

SILENT PRAYER – MEDITATION – PLEDGE OF ALLEGIANCE

ROLL CALL
In attendance: Mayor Dale Berman, Trustee Laura Curtis, Trustee Mike Lowery, Trustee Chris Faber, Trustee Mark Gaffino, Trustee Mark Guethle, Village Clerk Lori Murray.

Staff in attendance: Village Administrator Steven Bosco, Finance Director Bill Hannah, Community & Economic Development Director Mike Toth, Police Chief David Summer, Public Works Superintendent Mike Glock, Water Superintendent Paul Young, Village Attorney Kevin Drendel.

PROCLAMATION
1. Dan Sauter Retirement
Mayor Berman declared May 5th, 2014 Dan Sauter Day in the Village of North Aurora in dedication of Dan Sauter’s 37 years of service with the Village of North Aurora and the North Aurora Police Department.

2. Motorcycle Awareness Month – May 2014
Mayor Berman proclaimed May 2014 Motorcycle Awareness Month. Urged motorists to join in an effort to improve safety and awareness on our highways and to recognize motorcycle safety.

PUBLIC HEARING
1. Public Hearing Regarding the Draft Annual Budget for the Fiscal Year
Beginning June 1, 2014 and Ending May 31, 2015
Mayor Berman opened the public hearing for the Draft Annual Budget. Finance Director Bill Hannah stated that the budget was presented to the Village Board in April and since then a few minor changes were made. The Board will vote on the budget at the next Village Board meeting. There were no other comments or questions. Mayor Berman then closed the public hearing.

Whole Minutes dated 4/21/2014
Motion for approval made by Trustee Guethle and seconded by Trustee Gaffino. Roll Call Vote: Trustee Guethle – yes, Trustee Gaffino – yes, Trustee Faber – yes, Trustee Lowery – yes, Trustee Curtis – yes. Motion approved (5-0).

NEW BUSINESS
1. Approval of an Ordinance amending the North Aurora Code Section 5.08.350 by
Decreasing the Number of Class A Liquor Licenses Authorized in the Village of North Aurora (Mike’s Place)
Motion for approval made by Trustee Guethle and seconded by Trustee Lowery. Roll Call Vote: Trustee Guethle – yes, Trustee Lowery – yes, Trustee Gaffino – yes, Trustee Curtis- yes, Trustee Faber – yes. Motion approved (5-0).

2. Approval of the Purchase of Computer Software Upgrades and Program
Licenses in the Amount of $21,777.48.
Motion for approval made by Trustee Gaffino and seconded by Trustee Faber. Roll Call Vote: Trustee Gaffino – yes, Trustee Guethle – yes, Trustee Faber – yes, Trustee Lowery – yes, Trustee Curtis – yes. Motion approved (5-0).

3. Approval of Water Treatment Chemical Bid from Viking Chemical
Motion for approval made by Trustee Gaffino and seconded by Trustee Lowery. Roll Call Vote: Trustee Gaffino – yes, Trustee Lowery – yes, Trustee Curtis – yes, Trustee Faber – yes, Trustee Guethle – yes. Motion approved (5-0).

4. Approval of Change Order No. 1 for the East Water Tower Project in the
Amount of $11,500.00
Motion for approval made by Trustee Guethle and seconded by Trustee Lowery. Roll Call Vote: Trustee Guethle – yes, Trustee Lowery – yes, Trustee Gaffino – yes, Trustee Faber – yes, Trustee Curtis – yes. Motion approved (5-0).

5. Approval of Bill List dated 5/5/2014 in the Amount of $418,028.38
Motion for approval made by Trustee Guethle and seconded by Trustee Gaffino. Roll Call Vote: Trustee Guethle – yes, Trustee Gaffino – yes, Trustee Faber – yes, Trustee Lowery – yes, Trustee Curtis – yes. Motion approved (5-0).

VILLAGE PRESIDENT REPORT
Mayor Berman announced that he had received a resignation letter from Trustee Ryan Lambert due to his new position as the new Fire Chief for the Village. This will create an opening on the Board and the Mayor will appoint someone to the vacant position with the advice and consent of the Board.

ADMINISTRATOR’S REPORT – None

ATTORNEY’S REPORT – None

FIRE DISTRICT – None

VILLAGE DEPARTMENT REPORTS
1. Finance – None
2. Community Development – The first community workshop for the comprehensive plan will be held on May 21st. It will be held at the police station at 7:00 p.m. Everyone from the community is encouraged to attend.
3. Police – Chief Summer stated that in 1962 President John F. Kennedy signed a proclamation which designated May 15th as Peace Officers Memorial Day. That falls during the week of National Police Week (May 11-17). Chief Summer said he would be emceeing an event on May 15th for the Kane County Police Memorial event at Mooseheart at 6:30 p.m.
4. Public Works – Safe Routes to School precon will be held on May 15th. Offutt and Lovedale will be blacktopped tomorrow.
5. Water – The annual water quality reports have been completed. Results will go out in the mail within the next couple of days.
