VILLAGE BOARD MEETING MINUTES
MAY 4, 2015

CALL TO ORDER
Mayor Berman called the meeting to order.

ROLL CALL
In attendance: Mayor Dale Berman, Trustee Laura Curtis, Trustee Mike Lowery, Trustee Chris Faber, Trustee Mark Carroll, Trustee Mark Gaffino, Trustee Mark Guethle, Village Clerk Lori Murray.

Staff in attendance: Village Administrator Steve Bosco, Finance Director Bill Hannah, Community & Economic Development Director Mike Toth, Police Chief Dave Summer, Village Attorney Kevin Drendel, Public Works Superintendent Mike Glock, Water Superintendent Paul Young,

AUDIENCE COMMENTS
Ed Merkle, 5 S. Grace Street, North Aurora – Mr. Merkle expressed his concern with the condition of some of the properties in his area. Merkle said he is especially concerned with rentals and that landlords do little to maintain the property. In one instance, there is a home that is mowed once every two weeks and the grass is 8-10 inches tall. Merkle also noted a house that always has three taxis parked in the driveway. Across from 7-11, there is a house that has a large window which has been broken for some time. Merkle asked the Village Board to investigate the rental ordinance to protect tenants and to preserve the neighborhood.
Community & Economic Development Director Mike Toth said that the Village will look into this further. Trustee Guethle asked what happens in a situation where the grass is too high. Toth said that the Village has an intern who drives around the Village and does enforcement in these cases. Guethle also asked about the situation with the taxis. Toth said that is a separate matter and will look at that further.
Lindsay and Robert Selga. 214 Oak Street, North Aurora – Ms. Selga asked the Village Board to revisit the Village code regarding allowing residents to have live chickens. Selga said that the City of Batavia, along with other surrounding communities have recently re-evaluated their code to allow for chickens. Mayor Berman said he would have Staff review this and may bring this back to a Committee of the Whole meeting for further discussion.

1. Lt. Matt Johnson Welcome Home – Lt. Matt Johnson was in attendance as Mayor Berman proclaimed
Saturday, May 2, 2015 Matt Johnson Day in the Village of North Aurora.

2. Motorcycle Awareness – Mayor Berman proclaimed the month of May 2015 as Motorcycle Awareness
Month in the Village of North Aurora.

PUBLIC HEARING
1. Public Hearing Regarding the Draft Annual Budget for the Fiscal Year Beginning
June 1, 2015 and Ending May 31, 2016
Mayor Berman opened the public hearing. There were no audience comments. Mayor Berman then closed the public hearing.

Motion for approval made by Trustee Lowery and seconded by Trustee Gaffino. Roll Call Vote: Trustee Lowery – yes, Trustee Gaffino – yes, Trustee Curtis – yes, Trustee Faber – yes, Trustee Carroll – yes, Trustee Guethle – yes. Motion approved (6-0).

1. Approval of Village Board Minutes dated 4/20/2015 and C.O.W. Minutes dated 4/20/2015

INSTALLATION OF NEWLY ELECTED OFFICIALS

Village Clerk Lori Murray swore in Mark Carroll, Laura Curtis and Mark Guethle to the office of Village Trustee in the Village of North Aurora.

2. Approval of Pay Request No. 2, Partial to Gerardi Water and Sewer Company for
the 2015 Water Main Improvements Project in the Amount of $160,969.75 and a Change Order in the Amount of $2,800.00.

3. Approval of Bill List dated May 4, 2015 in the amount of $442,600.10
