VILLAGE BOARD MEETING

CALL TO ORDER
Mayor Hansen called the meeting to order at 7:00 p.m.

ROLL CALL
In attendance: Mayor Hansen, Trustees Paul Shoemaker, Dale Berman, Linda Mitchell, Mike Herlihy, Mark Gaffino and Max Herwig.

Staff in attendance: Sue McLaughlin, Bill Hannah, Mike Glock, DeWayne Williams, Jim Bibby, Tom Fetzer and Mark Bozik.

AUDIENCE COMMENTS
Mr. Bob Lody, 2536 Pinehurst Drive, North Aurora, IL. – Mr. Lody addressed the Board with his concern that some of North Aurora’s Parking regulations are unfair and not in the best interest of the general public and discriminating against handicapped individuals. Mr. Lody explained that on Friday, April 28th, he tried to attend the first game of his grandson’s baseball team behind Schneider School. Mr. Lody said he noticed that North Aurora does not provide any handicapped parking spots near the field and the sidewalk stopped at least one hundred feet or more from the bleachers. Mr. Lody said this is very discriminatory against handicapped people. Lody said he and his wife parked their vehicle on Laurel, north of April Lane. Lody added that after the game, he noticed that there was a parking ticket on his car and noticed a street sign that read, “No parking from 8 a.m. to 11 p.m. from April 1st through August 1st.” Lody said he feels the signs are not properly placed or worded and did not feel he was guilty of any parking violations. Lody said that if the Village is going to have playgrounds and parks, they should be accessible to handicapped people and there should be reasonable parking for people to use a public facility.

Mayor Hansen noted that unfortunately the Park District acquires all the land, but the Park District does not do a good job providing adequate parking. Mayor Hansen proposed taking some of the areas that are closest to the diamond and allocate two or three parking spots for handicapped individuals. Mayor Hansen directed a question to the Park District as far as how they will handle accessibility to the stands. Trustee Herwig asked if the Village could petition the Park District to resolve the issue. Herwig said that if there are park facilities that are not handicap accessible then the Park District has a responsibility to correct that and bring it within code.

Bob Bowling, 214 E. Victoria Circle, North Aurora – Mr. Bowling, vice-president on the Board of Directors for the Summerwind Condominium Association asked if there will be a ten-foot fence built along Randall Road between Randall Road and Magnolia Street. Mayor Hansen confirmed. Bowling said there are 32 homes backing up to Randall Road between Oak Street and Mooseheart. Bowling stated that there are 96 homes in Summerwind adjacent to the new development and the development is not planning on putting in a fence. Mayor Hansen asked for trustees’ comments. Trustee Herlihy said the separation and purpose are extremely different. Herlihy noted that residents on Magnolia back up to Randall Road and a larger scale commercial development and in the Randall Square project; the abutting property is office buildings or retention ponds. The abutting buildings are office buildings and a retention pond, creating a much more substantial buffer from the gas station type of use. Trustee Berman agreed and said that the buffer from the retail to the apartments is the business offices. Berman added that the developer is willing to put in a number of trees. Bowling noted that the developer also stated that in 15 or 20 years the trees and shrubs would make a sound insulation.

PUBLIC HEARING: Annual Budget for fiscal year beginning June 1, 2006 and ending May 31, 2007
Mayor Hansen opened the public hearing. There were no comments. Motion made by Trustee Mitchell and seconded by Trustee Herwig to close the public hearing. All in favor. Motion approved.

PROCLAMATION for Peg Nichols
Mayor Hansen read a proclamation for Peg Nichols, a former resident of North Aurora, who was a longstanding member of the Lions Club, Village Trustee from 1982-1983 and a trustee of the Messenger Public Library since 1999.
