VILLAGE BOARD MEETING MINUTES
April 2, 2012 – 7:00 pm

CALL TO ORDER – 7:00 pm
Mayor Berman called the meeting to order.

In attendance: Mayor Dale Berman, Trustee Chris Faber, Trustee Ryan Lambert, Trustee Mark Guethle, Trustee Mark Gaffino, Trustee Laura Curtis, Trustee Vince Mancini, Village Clerk Lori Murray.

Staff in attendance: Village Administrator Wes Kornowske, Finance Director Bill Hannah, Community Development Director Scott Buening, Village Attorney Kevin Drendel, Water Superintendent Paul Young, Public Works Superintendent Mike Glock, Police Chief Dave Summer.

PACE PRESENTATION
1. Mary Robb – Introduction and Overview of Pace Ridership
Dec 12, 2011 – two pace bus routes were realigned and a Call & Ride was introduced. Route 801 which provides service between Elgin and Geneva was realigned to provide service to high areas of population and employment density along Randall Road. Route 802 which provides service between Aurora and Geneva was slightly realigned to terminate at the Geneva Metra Station. The St. Charles/Geneva Call & Ride was introduced to replace the eliminated fixed route segments of Route 801 and 802 with increased service. This new Call & Ride has been well received and is at reasonable capacity. In January, the St. Charles Call & Ride served an average of 55 passengers on weekdays and 14.5 passengers on Saturdays. This is a good weekday ridership for a Call & Ride. Routes 802 and 529 serve the Village of North Aurora.

Robb said that there is also a van pool and ridership program. The traditional van pool program is designed to transport a group of 5-13 people to work in a Pace van at a low monthly cost. Pace also offers an employer shuttle, Metra feeders and a community vehicle van program. www.pacerideshare.com is a free matching service that connects commuters who are interested in forming a car or van pool in northeastern Illinois.

Trustee Guethle suggested the Village place this information on the Village website and in the Village newsletter. Trustee Lambert asked if the monthly fares for passengers are based on mileage. Robb said it is determined by round trip mileage and the number of participants. Robb noted that if there are five people in the van, the driver rides for free.

PROCLAMATION
1. Proclamation honoring Paul Walker
Mayor Berman read a proclamation honoring the life of Paul Walker, part-time code enforcement officer and building inspector for the Village of North Aurora, who recently passed away from cancer. Mayor Berman said that Paul was a valued employee of the Village and a friend to many. Thoughts and prayers are with Paul’s family and friends as we mourn his passing. The Village offers condolences and peace to his family and friends.

Motion for approval made by Trustee Guethle and seconded by Trustee Lambert. Roll Call Vote: Trustee Guethle – yes, Trustee Lambert – yes, Trustee Faber – yes, Trustee Gaffino – yes, Trustee Curtis – yes, Trustee Mancini – yes. Motion approved (6-0).

NEW BUSINESS
1. Approval of the purchase of seven Dell laptop computers in the amount of $16,802.80
Chief Summer said that the cost for the laptops would be paid for with funds from the DUI Prevention Fund. These are DUI fines that are collected from the Clerk’s office. Currently there is a balance of $21,000 in this account.

Motion for approval made by Trustee Gaffino and seconded by Trustee Mancini. Roll Call Vote: Trustee Gaffino – yes, Trustee Curtis – yes, Trustee Mancini – yes, Trustee Guethle – yes, Trustee Lambert – yes, Trustee Faber – yes. Motion approved (6-0).

2. Approval of Pay Request #1, partial to Gerardi Water and Sewer Company in the amount of $370.241.10 for the 2012 Watermain Improvements Program
Motion for approval made by Trustee Lambert and seconded by Trustee Guethle. Roll Call Vote: Trustee Lambert – yes, Trustee Faber – yes, Trustee Guethle – yes, Trustee Gaffino – yes, Trustee Curtis – yes, Trustee Mancini – yes. Motion approved (6-0).

3. Approval of Bill Listing in the amount of $816,977.60.
Motion for approval made by Trustee Guethle and seconded by Trustee Gaffino. Roll Call Vote: Trustee Guethle – yes, Trustee Gaffino – yes, Trustee Mancini – yes, Trustee Curtis – yes, Trustee Faber – yes, Trustee Lambert – yes. Motion approved (6-0).

VILLAGE PRESIDENT REPORT – None

COMMITTEE REPORTS
Trustee Guethle said that the Development Committee met on March 23rd and discussed permits, ordinances, home business zoning, sign ordinances and Route 31 work.

TRUSTEE COMMENTS – None

VILLAGE ADMINISTRATOR REPORT
Village Administrator Wes Kornowske reported on the following:
-Plan Commission to tour River Valley Recycling on May 1st at 6:00 pm. The Village Board was invited to tour the business, as well.
-Working with Atty. Drendel on social media information.
-The 5-acre piece on Orchard/Gateway has been mowed, raked and removed of debris.
-Village Hall Open House is scheduled for April 16th from 5-7 p.m.

Mayor Berman said that the ribbon cutting ceremony at Everest College will be held at 10:30 a.m. this Friday for a new tenant.

FIRE DISTRICT – None

DEPARTMENT REPORTS
A. Finance – None
B. Community Development – Scott Buening thanked the Mayor for the proclamation for Paul Walker. In March there were zero single family permits, 1 commercial permit and 53 other miscellaneous permits.
C. POLICE – April is Autism Awareness Month. Chief Summer said that the Police Department building is lit up blue to celebrate Autism Awareness Month and to show support. The Citizens Police Academy is scheduled to graduate on April 26th. Chief Summer said he would be attending several “Too Good for Drugs” graduations at all of the local grade schools from now until the end of the year. The Honor Guard will be representing the Village of North Aurora at the Kane County Police Memorial Event which will take place at Mooseheart on
May 9th.
D. PUBLIC WORKS – Mike Glock said that the lining project started today on the west side of the Village. April 11 – opening bids for the road project.
E. WATER – Paul Young said that the Village is close to 2/3rds complete with the watermain project. Work around the schools went very smoothly.
