VILLAGE BOARD MEETING MINUTES
APRIL 16, 2012

CALL TO ORDER – 7:00 pm
Mayor Berman called the meeting to order.

In attendance: Mayor Dale Berman, Trustee Chris Faber, Trustee Ryan Lambert, Trustee Mark Guethle, Trustee Mark Gaffino, Trustee Laura Curtis, Village Clerk Lori Murray. Not in attendance: Trustee Vince Mancini.

Staff in attendance: Village Administrator Wes Kornowske, Finance Director Bill Hannah, Public Works Superintendent Mike Glock, Police Chief Dave Summer, Water Superintendent Paul Young, Village Attorney Kevin Drendel.

NEW BUSINESS
1. Approval of a License Agreement between the Village of North Aurora and Old Second National Bank for use of the Clocktower Plaza for North Aurora Days 2012
Motion for approval made by Trustee Gaffino and seconded by Trustee Guethle. Roll Call Vote: Trustee Gaffino – yes, Trustee Curtis – yes, Trustee Guethle – yes, Trustee Lambert – yes, Trustee Faber – yes. Motion approved (5-0).

2. Approval of a Resolution of Support for the Revised Route 31 TIF Guidelines, Application and Procedures
Motion for approval made by Trustee Guethle and seconded by Trustee Curtis. Roll Call Vote: Trustee Guethle – yes, Trustee Lambert – yes, Trustee Faber – yes, Trustee Gaffino – yes, Trustee Curtis – yes. Motion approved (5-0).

3. Approval of an Agreement for Collection Service
Motion for approval made by Trustee Lambert and seconded by Trustee Guethle. Roll Call Vote: Trustee Lambert – yes, Trustee Faber – yes, Trustee Guethle – yes, Trustee Gaffino – yes, Trustee Curtis – yes. Motion approved (5-0).

4. Approval of a bid in the amount of $1,306,349.93 from Geneva Construction for the 2012 Street Improvements program
Mike Glock reported that the bid came in under budget by $250,000 this year. Motion for approval made by Trustee Guethle and seconded by Trustee Gaffino. Village Administrator Wes Kornowske said that he would bring a change order to the Board at the next meeting. Roll Call Vote: Trustee Guethle – yes, Trustee Lambert – yes, Trustee Faber – yes, Trustee Curtis – yes, Trustee Gaffino – yes. Motion approved (5-0).

5. Approval of Pay Request No. 2 Final in the amount of $30,912.40 to Freehill Asphalt Inc. for the 2011 Crack Sealing program
Motion for approval made by Trustee Guethle and seconded by Trustee Lambert. Roll Call Vote: Trustee Guethle – yes, Trustee Faber – yes, Trustee Lambert – yes, Trustee Gaffino – yes, Trustee Curtis – yes. Motion approved (5-0).

6. Approval of Bill List dated 4/16/12 in the amount of $138,107.13
Motion for approval made by Trustee Guethle and seconded by Trustee Gaffino. Roll Call Vote: Trustee Guethle – yes, Trustee Faber – yes, Trustee Lambert – yes, Trustee Gaffino – yes, Trustee Curtis – yes. Motion approved (5-0).

VILLAGE PRESIDENT REPORT
Mayor Berman thanked everyone who attended the Village Hall Open House earlier in the evening.

COMMITTEE REPORTS – None

ADMINISTRATOR’S REPORT
April 26th – State of the Village Address 11:30 – 1:30 pm at Oak Street Bar & Grill.
April 27th – Coffee with the legislatures.
April 19th – Work to begin on the interactive stream outside Village Hall.

FIRE DISTRICT – None

VILLAGE DEPARTMENT REPORTS
A. Finance – None
B. Community Development – None
C. Police – None
D. Public Works – The Village will open bids tomorrow on the HVAC maintenance, as well as trees and street sweeping.
E. Water – The 2012 Watermain project is nearly complete. All of the watermain has been installed and the Village is ¾ finished with the water hook up. A sampling of the water from the new watermain on Pierce Street has been sent in for testing.
