CALL TO ORDER
Mayor Berman called the meeting to order.

In attendance: Mayor Dale Berman, Trustee Chris Faber, Trustee Mark Guethle, Trustee Mark Gaffino, Trustee Vince Mancini, Trustee Ryan Lambert, Trustee Laura Curtis, Village Clerk Lori Murray.

Staff in attendance: Village Administrator Wes Kornowske, Finance Director Bill Hannah, Community Development Director Scott Buening, Village Attorney Kevin Drendel, Water Superintendent Paul Young, Public Works Superintendent Mike Glock, Police Chief Dave Summer, Jim Bibby of Rempe-Sharpe.

AUDIENCE COMMENTS
Rick Slocum, 7 Walnut Circle, Sugar Grove – Slocum introduced himself at the meeting, informing those in attendance that he is running for the Senate seat on the Republican ticket.

Community Development Director Scott Buening stated that the Plan Commission recommended unanimously for approval subject to conditions in the ordinance. Motion for approval made by Trustee Mancini and seconded by Trustee Guethle. Roll Call Vote: Trustee Mancini – yes, Trustee Curtis – yes, Trustee Gaffino – yes, Trustee Guethle – yes, Trustee Lambert – yes, Trustee Faber – yes. Motion approved (6-0).

2. Approval of a Resolution Approving the Re-subdivision of Lot 2 of Willard’s
Corner Subdivision
Motion for approval made by Trustee Gaffino and seconded by Trustee Guethle. Roll Call Vote: Trustee Gaffino – yes, Trustee Curtis – yes, Trustee Mancini – yes, Trustee Guethle – yes, Trustee Lambert – yes, Trustee Faber – yes. Motion approved (6-0).

3. Approval of an Ordinance Approving the Sixth Amendment to the Special Use
Multi-District Mixed-Use Planned Unit Development for the Randall Highlands Development

5. Approval of a Resolution Authorizing Execution of a Community Development
Block Grant Sub-recipient Agreement with Kane County
Motion for approval made by Trustee Guethle and seconded by Trustee Faber. Trustee Mancini asked where Poplar was on the road program. Buening said it is scheduled for this year. Roll Call Vote: Trustee Guethle – yes, Trustee Faber – yes, Trustee Lambert – yes, Trustee Mancini – yes, Trustee Curtis – yes, Trustee Gaffino – yes. Motion approved (6-0).

6. Approval of a Resolution to Authorize a Draw on the Randall Road Commercial
Center Letter of Credit
Buening said that the Letter of Credit has been extended for a year which will give the Village the ability to draw on it. Motion for approval made by Trustee Gaffino and seconded by Trustee Lambert. Roll Call Vote: Trustee Gaffino – yes, Trustee Curtis – yes, Trustee Mancini – yes, Trustee Lambert – yes, Trustee Faber – yes, Trustee Guethle – yes. Motion approved (6-0).

7. Approval of an Ordinance Amending Chapter 13.16 of the Village of North
Aurora code regarding Application of the Sanitary Sewer Usage Fees
Finance Director Hannah summarized that the proposed ordinance is necessary in order to ensure compliance with the new fund balance accounting standards and simply confirms what is already being done. Motion for approval made by Trustee Guethle and seconded by Trustee Gaffino. Roll Call Vote: Trustee Guethle – yes, Trustee Faber – yes, Trustee Lambert – yes, Trustee Gaffino – yes, Trustee Curtis – yes, Trustee Mancini – yes. Motion approved (6-0).

8. Approval of a Resolution Amending Finance and Accounting Policies and
Procedures Regarding Budgetary, Fiscal and Fund Balance Policies
Motion for approval made by Trustee Guethle and seconded by Trustee Faber. Roll Call Vote: Trustee Guethle – yes, Trustee Faber – yes, Trustee Lambert – yes, Trustee Gaffino – yes, Trustee Curtis – yes, Trustee Mancini – yes. Motion approved (6-0).

9. Approval of an Ordinance Amending Chapters 3.49, 3.50 and 3.51 of the North
Aurora Municipal Code relating to Local Utility and Telecommunication Taxes
Motion for approval made by Trustee Guethle and seconded by Trustee Mancini. Trustee Mancini suggested the Board consider the long term projections at this point, adding that there are lots of roads to be paved in the next ten years. Mancini said that Staff has done a great job in anticipating what is needed. Mayor Berman said that the Village has done a very good job thinking out the road program and determining the needs for the future. Village Engineer Jim Bibby said as the Village moves forward, there is a dual liability. There is the completion of a long range program the Village launched 20 years ago to fix draining problems within the village, moving to a curb and gutter cross section on streets. Then there is the tidal wave of development that started in the 1980s that is now due for mill & overlay and resurfacing. This, along with the slow economy, Bibby urged the Village Board to stay the course of the program. Roll Call Vote: Trustee Guethle – yes, Trustee Mancini – yes, Trustee Gaffino – yes, Trustee Faber – yes, Trustee Lambert – yes, Trustee Curtis – yes. Motion approved (6-0).

10. Approval of a Resolution of Support for the Submission of a 2012 Illinois
Transportation Enhancement Program Application for Oak Street and Orchard Road Pedestrian Improvements
Motion for approval made by Trustee Guethle and seconded by Trustee Lambert. Roll Call Vote: Trustee Guethle – yes, Trustee Lambert – yes, Trustee Faber – yes, Trustee Gaffino – yes, Trustee Curtis – yes, Trustee Mancini – yes. Motion approved (6-0).

11. Approval of an Agreement with IDOT for LED Retrofits on Three (3) Signalized
Intersections within the Village of North Aurora
Motion for approval made by Trustee Gaffino and seconded by Trustee Faber. Mancini stated that Staff has done a good job anticipating future needs. Roll Call Vote: Trustee Gaffino – yes, Trustee Mancini – yes, Trustee Curtis – yes, Trustee Guethle – yes, Trustee Lambert – yes, Trustee Faber – yes. Motion approved (6-0).

12. Approval of a Resolution for Permit Work to be Performed by the Village of
North Aurora on State Maintained Rights of Way

13. Approval of City of Aurora 2010 Dispatching Fee Invoice in the amount of
$158,015.06

ADMINISTRATOR’S REPORT
Wes Kornowske reported on the following:
-Plan Commission will hold its next meeting tomorrow night at 7:00 pm which will include a public hearing on the Speedway gas station.
-The Village Hall open house is scheduled for March 19th from 5-6:30 pm.
-Department Head reports will be going out this week.
-Currently working on the punch list items for the Village Hall work. Construction trailer should be removed sometime next week.

ATTORNEY’S REPORT – None
FIRE DISTRICT REPORT – None

VILLAGE DEPARTMENT REPORTS
A. Finance – Bill Hannah said the Finance Dept is working on preparing next year’s budget and meetings have begun for next year’s audit.
B. Community Development – Scott Buening reported that in February there were 3 single family permits and 15 other permits, 7 new inspections, 91 signs removed from right-of-ways and 29 illegal parking notices. A public hearing will be held tomorrow for the Speedway at Sullivan and Lincolnway.
C. Police – none
D. Public Works – Mike Glock said he is working on budget items with the Finance Department. Public Works crews are currently working on tree removal.
E. Water – Paul Young reported that the watermain project would be starting on Banbury Road by Schneider Elementary. Work will be done around Goodwin Elementary during Spring Break.
