VILLAGE BOARD MEETING MINUTES
FEBRUARY 22, 2016

CALL TO ORDER
Mayor Berman called the meeting to order.

ROLL CALL
In attendance: Mayor Dale Berman ,Trustee Mark Guethle, Trustee Mark Gaffino, Trustee Mark Carroll, Trustee Chris Faber, Trustee Mike Lowery and Trustee Laura Curtis.

Staff in attendance: Village Administrator Steve Bosco, Village Attorney Kevin Drendel, Community & Economic Development Director Mike Toth, Finance Director Bill Hannah, Public Works Superintendent Mike Glock, Water Superintendent Paul Young, Police Chief Dave Summer.

AUDIENCE COMMENTS
Daphne Morton, 744 Harmony Court, North Aurora (Silver Trails Subdivision) – Ms. Morton noted her concern with over occupancy in several units on her street, too many vehicles parked in driveways, commercial vehicles on driveways and older couples allowing family members to move in and allowing them to use their basements as apartments. Morton asked if the Village has occupancy limits. The units are 2-bedroom homes. Atty. Drendel said it is very difficult to craft an ordinance that addresses who can live in a house and have it pass constitutional muster. The Village had looked into it years ago and most communities no longer have such ordinances. Drendel said that at this point the Village does not have an ordinance. Bosco said this is one of the hardest issues that all villages face. Toth said the village goes by the 2006 international property maintenance code now. It establishes occupancy standards based upon room size. Bosco said he would gladly sit down with Ms. Morton tomorrow and discuss her concerns further.

1. Approval of an Ordinance Regarding Establishment of the Village Treasurer Office in the Village of North Aurora
Ordinance would eliminate the compensation for the position and allows the Mayor to appoint a treasurer at no compensation to the position which opens the opportunity for the Finance Director to be appointed as treasurer which is a very common practice in communities.
Motion to approve made by Trustee Curtis and seconded by Trustee Carroll. Roll Call Vote: Trustee Curtis – yes, Trustee Carroll – yes, Trustee Faber – yes, Trustee Lowery – yes, Trustee Gaffino – yes, Trustee Guethle – yes. Motion approved (6-0).

2. Approval of an Ordinance Amending the North Aurora Code Section 5.09.350 by Decreasing the Number of Class B Liquor Licenses Authorized in the Village of North Aurora (Harner’s Restaurant)
Motion for approval made by Trustee Guethle and seconded by Trustee Gaffino. Roll Call Vote: Trustee Guethle – yes, Trustee Gaffino – yes, Trustee Carroll – yes, Trustee Faber – yes, Trustee Curtis – yes, Trustee Lowery – yes. Motion approved (6-0).

3. Approval of an Ordinance Amending the North Aurora Code Section 5.09.350 by Increasing the Number of Class C Liquor Licenses Authorized in the Village of North Aurora (Harner’s Restaurant)

6. Approval of a Bid from Patnick Construction for the 2016 Water Main Program in the Amount of $459,888.00
Motion for approval made by Trustee Carroll and seconded by Trustee Lowery. Roll Call Vote: Trustee Carroll – yes, Trustee Guethle – yes, Trustee Gaffino – yes, Trustee Faber – yes, Trustee Lowery – yes, Trustee Curtis – yes. Motion approved (6-0).
7. Approval of the Purchase of a New Ford F-450 Truck from Fox Valley Ford in the Amount of $54,601.00
Motion for approval made by Trustee Gaffino and seconded by Trustee Faber. Roll Call Vote: Trustee Guethle – yes, Trustee Gaffino – yes, Trustee Carroll – yes, Trustee Faber – yes, Trustee Curtis – yes, Trustee Lowery – yes. Motion approved (6-0).

8. Approval of Pay Request No. 2, Final in the Amount of $12,754.55 to Builder’s Paving LLC, for the 2015 Pavement Patching Project

VILLAGE PRESIDENT’S REPORT
1. Appointment of Village Treasurer
Mayor Berman appointed Finance Director Bill Hannah as the Village Treasurer. Motion for approval made by Trustee Guethle seconded by Trustee Carroll. All in favor. Motion approved.

COMMITTEE REPORTS – None
TRUSTEES’ COMMENTS – None

ADMINISTRATOR’S REPORT
Bosco reported that a government affairs rep from Comcast was in town last week. They are making improvements in our area over the next couple of years to provide gigabit service to homes.

Spoke at length today about Laurel Drive and parking issues that have arisen over the last couple of weeks. The item is scheduled to be on the agenda for a March meeting.

ATTORNEY’S REPORT – None
FIRE DISTRICT REPORT – None

VILLAGE DEPARTMENT REPORTS
1. Finance – received the Certificate of Achievement for Excellence in Financial Reporting award. 15th straight year for the Village.
2. Community Development – The Village bought the gas station located at 24 S. Lincolnway.
3. Police – Thanked Village Board for the new street signs around the Village.
4. Public Works – Still installing the new street signs.
5. Water – None
