CALL TO ORDER
Mayor Berman called the meeting to order.

In attendance: Mayor Dale Berman, Trustee Mark Guethle, Trustee Mark Gaffino, Trustee Mark Carroll, Trustee Chris Faber, Trustee Mike Lowery. Not in attendance: Trustee Laura Curtis, Village Clerk Lori Murray.
Staff in attendance: Village Administrator Steve Bosco, Finance Director Bill Hannah, Community & Economic Development Director Mike Toth, Village Attorney Kevin Drendel, Public Works Superintendent Mike Glock, Police Chief Dave Summer.

1. Approval of an Ordinance Approving the Disposal of Surplus Property
Motion for approval made by Trustee Guethle and seconded by Trustee Gaffino. Roll Call Vote: Trustee Guethle – yes, Trustee Gaffino – yes, Trustee Carroll – yes, Trustee Faber – yes, Trustee Lowery – yes. Motion approved (5-0).
2. Approval of an Ordinance Annexing the Continental Properties Property located at the Northeast Corner of Oak Street and Orchard Road
Motion for approval made by Trustee Guethle and seconded by Trustee Gaffino. Roll Call Vote: Trustee Guethle – yes, Trustee Gaffino – yes, Trustee Carroll – yes, Trustee Faber – yes, Trustee Lowery – yes. Motion approved (5-0).
3. Approval of a Bill List dated December 21, 2015 in the Amount of $205,642.06
Motion for approval made by Trustee Guethle and seconded by Trustee Lowery. Roll Call Vote: Trustee Guethle – yes, Trustee Gaffino – yes, Trustee Carroll – yes, Trustee Faber – yes, Trustee Lowery – yes. Motion approved (5-0).

VILLAGE DEPARTMENT REPORTS
1. Finance – Bill Hannah reported the following: Monthly reports for November went out last week, budget process started last week for next fiscal year, wrapped up the successful open enrollment for employee benefits over the last few weeks.
2. Community Development – None
3. Police – Chief Summer reported that the two newest officers will begin with the department next week. They will appear at the next Village Board meeting for the official swearing in and will begin at the police academy on January 10th.
4. Public Works – None
5. Water – None
EXECUTIVE SESSION
Motion made by Trustee Guethle and seconded by Trustee Faber to adjourn to executive session for the purpose of discussing land acquisition. All in favor. Motion approved.

Motion to adjourn to executive session made by Trustee Guethle and seconded by Trustee Gaffino. All in favor. Motion approved.
RECONVENE VILLAGE BOARD MEETING
1. Approval of the Purchase of a Property Pursuant to a Standard Form Sale Contract
Mayor Berman noted that all members who were in Executive Session remained in attendance. A Motion was made by Trustee Carroll and seconded by Trustee Faber to approve the purchase of 24 S. Lincolnway at a purchase price of $200,000 on the condition that the seller provide extended coverage. Roll Call Vote: Trustee Carroll – yes, Trustee Faber- yes, Trustee Lowery – yes, Trustee Guethle -yes, Trustee Gaffino – yes, Mayor Berman – yes.
Motion approved (6-0).
