DECEMBER 2, 2013

CALL TO ORDER – 7:00 pm
Mayor Berman called the meeting to order.

Staff in attendance: Village Administrator Steven Bosco, Finance Director Bill Hannah, Police Chief Dave Summer, Public Works Superintendent Mike Glock, Village Attorney Kevin Drendel and Jim Bibby of Rempe-Sharpe.

PROCLAMATION
1. National Drunk and Drugged Driving Prevention Month
Mayor Berman proclaimed December 2013 as Drunk and Drugged Driving Prevention Month in the Village of North Aurora.

PUBLIC HEARING
1. Truth in Taxation for 2013 Property Tax Levy
Mayor Berman opened the public hearing. There were no comments. Mayor Berman then closed the public hearing.

3. 9. Approval of a Proposal from Rempe-Sharpe Engineering for the Randall Road Resurfacing Project Phase II; Oak to I-88 for a fee not to exceed $39,964.50 – Motion for approval made by Trustee Lambert and seconded by Trustee Guethle. VILLAGE DEPARTMENT REPORTS
1. Finance – None
2. Community Development – None

Jim Bibby noted that the Village committed to a capital program over 20 years ago that included 20 items the Village planned to accomplish. With the completion of Oak & 31 and Mooseheart & 31, 18 of the 20 items have been accomplished. The two items that remain are the easterly 1/3 of Smoke Tree and the south 40% of Mitchell Road going south toward I-88.
3. Police – Chief Summer noted on the following items:
-The PD acquired a Humvee through the Government Surplus program.
-The next new hire for the police department will begin the police academy on Jan 6th.
-PD Staff continues to work on traffic issues on Bartram and Route 25.

4. Public Works – Mike Glock reported that of the 550 trees to be planted, the Village
has planted 350 and will finish the rest by early next week.

Mayor Berman asked if there will be traffic signals installed at Mooseheart & 31. Mike Glock said yes and that he has called the state but has not heard back.

5. Water – Paul Young reported that the Village was unable to fix some water leaking
issues identified on Offutt Lane in-house and utilized the contractor doing the storm water on Lovedale and Offutt. The valve was replaced along with 10 feet of pipe.

Motion made by Trustee Guethle and seconded by Trustee Lambert to adjourn to executive session to discuss personnel. All in favor. Motion approved.
