NOVEMBER 2, 2015

CALL TO ORDER
Mayor Berman called the meeting to order.

ROLL CALL
In attendance: Mayor Dale Berman, Trustee Laura Curtis, Trustee Mike Lowery, Trustee Chris Faber, Trustee Mark Gaffino, Trustee Mark Carroll, Trustee Mark Guethle.

Staff in attendance: Village Administrator Steve Bosco, Finance Director Bill Hannah, Community & Economic Development Director Mike Toth, Police Chief Dave Summer, Public Works Superintendent Mike Glock, Water Superintendent Paul Young, Village Attorney Kevin Drendel.

PUBLIC HEARING
1. Kane DuPage Soil and Water Conservation – National Pollution Discharge Elimination System (NPDES)
Mayor Berman opened the public hearing. There were no questions or comments by the audience or Village Board. Mayor Berman then closed the public hearing.

2. Third Amendment to the Annexation Agreement for the Northeast Corner of Oak Street and Orchard Road between Village of North Aurora and Forecom Challenger, Inc.
Mayor Berman opened the public hearing. There were no questions or comments by the audience or Village Board. Mayor Berman then closed the public hearing.

PRESENTATION – Audit of Fiscal Year Ending May 31, 2015 by Sikich, LLP
Anthony Cervini, Audit Manager, Sikich, LLP, presented the results of the audit for fiscal year ending May 31, 2015.

Sikich issued three documents for consideration: Comprehensive Annual Financial Report, Auditor’s Communication to the Board of Trustees and Management, Report on Compliance for the Route 31 TIF Fund.

Route 31 TIF Fund – Reported a clean, unmodified opinion on the compliance report for both Illinois Compiled Statutes and the Redevelopment Agreement adopted by the Village.

The Auditors Communication to the Board of Trustees and Management – Reported having a very smooth audit with the Village. All information requested was provided in a timely basis.

The Village received the Certificate of Achievement for Excellence in Financial Reporting, awarded by the Government Finance Officers Association. This is the fourteenth consecutive year the Village has received this award.

2. Approval of a Resolution Approving the Adoption of a Revised Human Resource
Manual

3. Approval of a Bill List dated November 2, 2015 in the Amount of $282,112.10
Motion for approval made by Trustee Carroll and seconded by Trustee Curtis.

TRUSTEES’ COMMENTS
Trustee Gaffino commended Chief Summer and his team for their investigation into the massage business on Butterfield and the subsequent arrest.
ADMINISTRATOR’S REPORT
Steve Bosco commended Bill Hannah and Mandy Flatt for their hard work in putting the audit together and for the Excellence in Budget Presentation Award.
