VILLAGE BOARD MEETING MINUTES
OCTOBER 1, 2012

CALL TO ORDER – 7:00 pm
In the absence of Mayor Berman, Trustee Gaffino called the meeting to order.

SILENT PRAYER – MEDITATION – PLEDGE OF ALLEGIANCE

ROLL CALL
In attendance: Trustee Mark Gaffino, Trustee Mark Guethle, Trustee Ryan Lambert, Trustee Chris Faber, Trustee Laura Curtis, Trustee Vince Mancini, Village Clerk Lori Murray. Not in attendance: Mayor Dale Berman.

Staff in attendance: Public Works Superintendent Mike Glock, Water Superintendent Paul Young, Village Atty. Kevin Drendel, Police Chief and Interim Village Administrator Dave Summer, Pete Iosue of Teska Associates, Jim Bibby of Rempe-Sharpe.

CONSENT AGENDA
1. Approval of Village Board Minutes dated 9/17/2012
Motion for approval made by Trustee Guethle and seconded by Trustee Lambert. Voice vote – yes – unanimous.

NEW BUSINESS
1. Approval of an Ordinance Authorizing the Sale or Disposition of Surplus Personal Property
Motion for approval made by Trustee Guethle and seconded by Trustee Curtis. Roll Call Vote: Trustee Guethle – yes, Trustee Lambert – yes, Trustee Faber – yes, Trustee Gaffino – yes, Trustee Curtis – yes, Trustee Mancini – yes. Motion approved.

2. Approval of Bill list dated 10/1/2012 in the amount of $179,923.45
Motion for approval made by Trustee Faber and seconded by Trustee Guethle. Roll Call Vote: Trustee Faber – yes, Trustee Lambert – yes, Trustee Guethle – yes, Trustee Gaffino – yes, Trustee Curtis – yes, Trustee Mancini – yes. Motion approved (6-0).

ADMINISTRATOR’S REPORT
Interim Village Administrator Dave Summer reported on the following:

– Randall Highlands will begin building in the near future. Next Generation has said that the final lift will be put on Comiskey from Orchard to Ritter and on Ritter from Comiskey to Randall Road. There will also be some binder replacement and repair and curb work to be done by October 31st.

– Staff has put together more information for the Committee of the Whole meeting regarding the Zepelak Annexation.

– Staff has put together information for the rezoning request for Dee Road. This should be on the agenda for the next Board Meeting.

– Community Development Director position – The search has been narrowed down to 6 candidates and the interview process will begin next week.

Trustee Guethle asked if the New Generation homes will be comprised mainly of townhomes. Summer said yes. There will be 6 foundations to begin with and 29 total at the end of building.

FIRE DISTRICT – None

VILLAGE DEPARTMENT REPORTS
1. Finance – Bill Hannah reported on the following:

– Integris sent a letter to all residents summarizing their usage over the past year. There had been some confusion in that some residents thought this was an invoice. The printer that sent out the letters also rounded the rate. Integris has since corrected that.

– There will be a finance committee meeting next Monday.

– The Village received a check from the insurance company to cover the repairs to the east water plant generator.

– Will be sending out an RFP for a copier replacement for Village Hall.

– Notice received today that the Village received the Distinguished Budget Presentation Award from the Government and Finance Officers Association. This is the 7th consecutive year that the Village has received the award. Only 100 communities in Illinois receive the award annually.

2. Community Development – None

3. Police – Chief Summer reported on the following:

– Chief Summer served on a panel at Wabaunsee Community College regarding Vicarious Trauma. Summer said he represented the Village and spoke on that behalf.

– Chief Summer was appointed to a Kane County DUI Task Force to review grants for approval. Summer said he will represent police agencies in the south end of the County.

– A candlelight vigil for Domestic Violence Awareness will be held on Wednesday, October 3rd @ 6:30 pm at the police department. The police department will hold this in conjunction with Mutual Ground.

4. Public Works – None

5. Water – The Layne Western Well 6 project started today. Paul Young said he would be coming back to the Village Board to request the pump and motor be re-installed 60 – 80 feet lower.

Motion made by Trustee Guethle and seconded by Trustee Faber to adjourn the meeting. All in favor. Motion approved.
