COMMITTEE OF THE WHOLE MEETING MINUTES
MONDAY, JANUARY 19, 2015

CALL TO ORDER
Mayor Berman called the meeting to order.

ROLL CALL
In attendance: Mayor Dale Berman, Trustee Mark Guethle, Trustee Mark Gaffino, Trustee Chris Faber, Trustee Mark Lowery. Not in attendance: Trustee Mark Carroll, Trustee Laura Curtis.

Staff in attendance: Village Administrator Steve Bosco, Finance Director Bill Hannah, Public Works Superintendent Mike Glock, Community & Economic Development Director Mike Toth, Village Attorney Kevin Drendel, Water Superintendent Paul Young.

DISCUSSION
1. Discussion of Tattoo Parlors
A prospective business owner is interested in opening a tattoo parlor in the Orchard Commerce Center. The use is currently a special use in the “I” district. There are regulatory ordinances that affect the licensing of these establishments. These ordinances are very detailed and cover a lot of the components of the business itself, operators, business and hours of operation. In addition, the State has regulations and business owners want to keep a reputable establishment. The Plan Commission was in agreement with moving this use forward as a permitted use but noted further items for the regulatory ordinance: no loitering in front of the business, proper disposal of biohazard materials, parent or guardian physically accompanying anyone under 20 years of age and super fines for violations.

Trustee Faber asked if the Plan Commission brought forth a text amendment. Toth said that no formal action has been taken and that there has only been discussion to this point.

Trustee Guethle said the Development Committee discussed this in length. The committee was not against tattoo parlors, but wanted to get the opinion of the Village Board. Guethle added that the stigma of tattoos is different than what it was years ago and a lot of the younger people have tattoos these days. Guethle said he does not have a problem with having this business in North Aurora. Trustees Gaffino and Faber agreed. Trustee Lowery asked if there would be some kind of control as far as the number of establishments and the quality of the establishments. Toth said that the regulatory ordinance is very specific of the operation and of the business itself and its operators.

A public hearing will be held with the Plan Commission and the item will come back to the Village Board at the second meeting in March.
