VILLAGE BOARD OF TRUSTEES AND PLAN COMMISSION
VILLAGE OF NORTH AURORA

Call to Order

Village-President Hansen called the meeting to order.

Roll Call
In attendance: Trustee Shoemaker, Trustee Berman, Trustee Herlihy, Trustee Gaffino, Trustee Herwig, Village-President Hansen, Commissioner Strusz, Commissioner Mitchell, Commissioner Lankert, Commissioner Mancini, Commissioner Brackett, Commissioner Duncan, Commissioner Sweeney.
Not in attendance: Trustee Mitchell, Commissioner Towle

1. Extra Space Storage Facility

A motion was made by Trustee Herlihy to table Item 1 till the next board meeting and seconded by Trustee Gaffino. All in favor. Motion approved.

2. Comprehensive Master Plan

Village-President Hansen opened the discussion with the trustees.

Pete Iosue thought it would be good to give a background. The plan commission has recommended approval of the document. It was presented to them two to three weeks ago. They had some minor changes. Next will be the trustees’ recommendations or changes, so that it can be sent back to the plan commission. There were some issues with the community facilities. He has updated information on the water issue. Mapping- there were some changes. The Cool Acres portion was taken out.

Atty. Drendel said he had a discussion with John Noble about a change in the boundary agreement with Batavia. Since this piece backs up with estate lots he suggested having some joint dialogue. He thinks it might be premature for putting it on the plan, but it might not be too soon to begin discussion. He thinks it is a good idea to plan it, but it should be with Batavia.

Trustee Herlihy said that past comprehensive plans have been focused on what is inside and what is next. He said he is thinking into the future, and he thinks that critical planning occurs beyond North Aurora’s border. He doesn’t think it is wrong to reflect it on the map, since there could be a dramatic impact on the village’s future plan. He feels it is a communication tool that will show what the village plans for and what we are accounting for.

Iosue said that he will take any comments.

Sue McLaughlin said on page 12 there was a change in reference to an existing, operating nursery. She said Fairview Gardens is no longer in operation.

Trustee Herlihy said they did a special census in 2004 with data that can be added. On top of page four he was curious why it was mentioned that the substantial area of growth will be in the Hispanic population, since race, age and sex are not discussed anywhere else. Part of the Rubloff wetland mitigation reconstruction along Blackberry Creek should also be placed on the environmental map. On the land use he thinks we should show all the platted streets. Streets that were platted two to three years ago are not on there. He said on page nine there is an indication that 50% of land is in a residential use, and it is referenced from a land use plan from 1996, and he said that the village has changed drastically.

Iosue said that was used in order to help show the major land use changes in North Aurora.

Trustee Herlihy said that he thought it would be appropriate to add to the residential area that we provide affordable housing. He said the vacant lot north of Airport Road is inaccurate. He said that the Sullivan Road paragraph should mention that Sullivan Road is not actually in North Aurora. He said there is an addition that went in to Sullivan Road that will change the village dramatically. He said that Herget Middle School should be added since it enrolls North Aurora residents. He said that we have more land and Batavia Park District parks in the village.

Dewayne Williams said to add Sugar Grove Park District as one of the districts that serves North Aurora.

Trustee Herlihy said that under goals and objectives, he added under policies to implement pathways as planned to enhance all developments. He said on page 25 that with all the commercial development, they are creating or adding jobs to the village, but he feels the industrial portions need to be emphasized in order to get head of household type of employment. On all the maps they should indicate all the proposed realignment of Deerpath Road. He said that under the transportation plan the I88 comment is dated and should be removed. He would add that the village discussed interchange improvements.

Commissioner Mancini said that they felt it was important to give future developers an idea of what they saw in those areas. He thought it was important as a communication tool that the plan reflect what North Aurora may intend, but it was not intended to dictate to Batavia.

Atty. Drendel said that was initially part of the plan to acquire Sullivan Road.

Atty. Drendel said that as far as Batavia goes, it is an issue of communication. He said that some of the nervousness may have come from a perception that is not accurate. He said that maybe we should have a developer come in, and that way we could get a standard as to what Batavia can do with the land, as well as provide North Aurora with the same information. He said that this would be better than leaving it a blank slate.

Iosue said that he will go over the changes and make the corrections. He said he will try to have a draft by February 7th.

Trustee Herlihy provided all of his written comments to Iosue for review and consideration by the Plan Commission. Many of the comments were thematical as discussed and many were editorial and not discussed. Trustee Herlihy also indicated that Staff should conduct a thorough review of content and facts and data included in the Plan.

A motion was made by Trustee Herlihy to adjourn the special joint meeting of the plan commission and the board of trustees and seconded by Trustee Gaffino. All in favor. Motion approved.
