VILLAGE BOARD MEETING MINUTES
Monday, June 5, 2023

Due to the COVID-19 pandemic, the Village Board meeting was conducted live remotely
via telecommunications.

CALL TO ORDER
Mayor Gaffino called the meeting to order.

In attendance: Mayor Mark Gaffino, Trustee Jason Christiansen, Trustee Laura Curtis, Trustee Mark Guethle, Trustee Mike Lowery, Trustee Todd Niedzwiedz, Trustee Carolyn Salazar

Staff in attendance: Village Administrator Steve Bosco, Finance Director Jason Paprocki, Village Attorney Kevin Drendel, Public Works Director Brian Richter, Police Chief Joe DeLeo.

Motion for approval made by Trustee Salazar and seconded by Trustee Lowery. Roll Call Vote: Trustee Salazar – yes, Trustee Christiansen – yes, Trustee Curtis –yes, Trustee Guethle – yes, Trustee Lowery – yes, Trustee Niedzwiedz – yes. Motion approved (6-0).

NEW BUSINESS
1. Approval of Ordinance Approving the 1st Budget Amendment for Fiscal Year 2023-24

Director Paprocki reminded the Board that the item had been discussed at the previous Committee of the Whole meeting. The item was in regard to the restructuring of the Public Works department, specifically reclassifying the Village Engineer position to the Assistant Public Works Director/Village Engineer, it authorized the Foreman position and de-authorize the Street Superintendent position. This adjustment resulted in no change of head count and the result on the budget was a decrease in salary and benefits of the Public Works Department by $78,530.

Motion for approval made by Trustee Lowery and seconded by Trustee Curtis. Roll Call Vote: Trustee Lowery – yes, Trustee Niedzwiedz – yes, Trustee Salazar – yes, Trustee Christiansen – yes, Trustee Curtis –yes, Trustee Guethle – yes. Motion approved (6-0).

2. Approval of Resolution Authorizing Contract Purchase of Electricity for Street Lighting Through the Northern Illinois Municipal Electric Collaborative (NIMEC) Bid Process

This item was a Resolution to give the Village Administrator authority to sign an electricity rate agreement for street lights should the bids be favorable to the Village. Paprocki stated that the Village had been part of the Northern Illinois Municipal Electric Collaborative for over ten years. The NIMEC bids electricity rates for the Village. Paprocki informed the Board that the Village had received the bids earlier in the evening and if, upon review, the rates are favorable compared to the current floating ComEd rate for the street lights, and the Village could then choose to enter into an agreement.

Motion for approval made by Trustee Guethle and seconded by Trustee Salazar. Roll Call Vote: Trustee Guethle – yes, Trustee Lowery – yes, Trustee Niedzwiedz – yes, Trustee Salazar – yes, Trustee Christiansen – yes, Trustee Curtis –yes. Motion approved (6-0).

VILLAGE PRESIDENT – Mayor Gaffino spoke about the first Village kite flying event. He stated that the event was a success. Trustee Guethle stated that the event had been front page news in the Beacon.
Mayor Gaffino also spoke about the Fox Valley Park District’s canoe race that traveled down the Fox River through North Aurora.
