VILLAGE BOARD MEETING MINUTES
Monday, April 17, 2023

Due to the COVID-19 pandemic, the Village Board meeting was conducted live remotely
via telecommunications.

CALL TO ORDER
Mayor Gaffino called the meeting to order.

In attendance: Mayor Mark Gaffino, Trustee Mark Carroll, Trustee Laura Curtis, Trustee Mark Guethle, Trustee Mike Lowery, Trustee Todd Niedzwiedz, Trustee Carolyn Salazar

Staff in attendance: Village Administrator Steve Bosco, Finance Director Jason Paprocki, Community & Economic Development Director Mike Toth, Village Attorney Kevin Drendel, Public Works Director Brian Richter, Police Chief Joe DeLeo.

PROCLAMATION-
Volunteer Appreciation
Mayor Gaffino proclaimed the month of April to be Volunteer Appreciation Month in the Village of North Aurora. North Aurora Police Deputy Chief Scott Buziecki was on hand to award certificates to the volunteers of the North Aurora Emergency Management Agency (formally CERT) for their many hours of volunteerism within the Village.

Arbor Day
Mayor Gaffino proclaimed April 28, 2023 to be Arbor Day in an effort to celebrate trees and all of their inherent value as well as support of efforts to protect them.

PUBLIC HEARING-
FY2023-24 Draft Budget
Mayor Gaffino opened the public hearing, there were no speakers, the public hearing was closed.

NEW BUSINESS
1. Approval of Resolution Obligating the American Rescue Plan Act (ARPA) Funding

Finance Director Paprocki reminded the Village Board that at the last Committee of the Whole meeting, a plan was presented regarding the obligation of ARPA funds. The projects discussed included water funds projects such as Well #5 and #6 improvements, Chestnut, Locust, Spruce watermain replacements, Clearwater, Lovedale, Offutt, Fox River Crossing watermain replacements as well as other ARPA eligible water related projects.
Motion for approval made by Trustee Curtis and seconded by Trustee Salazar. Roll Call Vote: Trustee Curtis –yes, Trustee Guethle – yes, Trustee Lowery – yes, Trustee Niedzwiedz – yes, Trustee Salazar – yes, Trustee Carroll – yes. Motion approved (6-0).

2. Approval of Ordinance Authorizing an Agreement for the Purchase of 40 N. Monroe Street, North Aurora

Community & Economic Development Director Mike Toth stated that the agenda item was in regard to the 1/4 acre property located on the southwest corner of Oak and Monroe streets. This parcel is located on Block One and was discussed by the Village Board on September 19, 2022 in an Executive Session. At that time the Board supported an acquisition price of $272,000. After negotiations, a price of $275,000 was agreed upon, with $3,000 being held back upon review of the property’s condition once tenants have moved out. There are tenants remaining, the Village would close on the property once the tenants move out or when the leases are up in mid-September.

Motion for approval made by Trustee Lowery and seconded by Trustee Niedzwiedz. Roll Call Vote: Trustee Lowery – yes, Trustee Niedzwiedz – yes, Trustee Salazar – yes, Trustee Carroll – yes, Trustee Curtis –yes, Trustee Guethle – yes. Motion approved (6-0).

3. Approval to Award 2023 Pavement Striping Project to Superior Road Striping, Inc. in the Amount of $57,930.00

Public Works Director Brian Richter explained that the Pavement Striping Project will place new thermoplastic markings over existing markings and will focus on lane lines, turn arrows and edge lines on arterial streets such as Randall Road, Mitchell Road and Deerpath Road.
The Village received three bids for the project with Superior Road Striping coming in at the lowest. Staff suggests awarding the contract to Superior based on their bid as well as previous work they have completed in the Village.

Motion for approval made by Trustee Salazar and seconded by Trustee Guethle. Roll Call Vote: Trustee Salazar – yes, Trustee Carroll – yes, Trustee Curtis –yes, Trustee Guethle – yes, Trustee Lowery – yes, Trustee Niedzwiedz – yes. Motion approved (6-0).

4. Approval of Pedal & Spoke Ltd. Special Event for Pastry-Bike-Pastry Bicycle Ride

Administrator Bosco stated that Pedal & Spoke was seeking to host a bike ride to be held on Sunday May 7, 2023 that will be 25-100 miles long. They are expecting 100-200 attendees, they have requested CERT assistance for the beginning of the ride to stagger the start and will be utilizing sound amplification equipment before 10am on that Saturday.

Motion for approval made by Trustee Niedzwiedz and seconded by Trustee Curtis. Roll Call Vote: Trustee Niedzwiedz – yes, Trustee Salazar – yes, Trustee Carroll – yes, Trustee Curtis –yes, Trustee Guethle – yes, Trustee Lowery – yes. Motion approved (6-0).

 

VILLAGE PRESIDENT – None

TRUSTEES COMMENTS – Trustee Salazar welcomed Brian Richter to his new role as the Village Public Works Director.

ADMINISTRATOR’S REPORT – Administrator Bosco welcomed Director Richter to his first Board meeting and stated that the recruitment has been closed for the Community & Economic Development Director position. Bosco also reported that the mural that was once displayed at the former Activity Center on Route 31 and had been in storage will be finding a new home at the North Aurora Police Department on Route 31.
