VILLAGE BOARD MEETING MINUTES
Monday, March 20, 2023

Due to the COVID-19 pandemic, the Village Board meeting was conducted live remotely
via telecommunications.

CALL TO ORDER
Mayor Gaffino called the meeting to order.

In attendance: Mayor Mark Gaffino, Trustee Mark Carroll, Trustee Laura Curtis, Trustee Mark Guethle, Trustee Todd Niedzwiedz, Trustee Carolyn Salazar

Staff in attendance: Village Administrator Steve Bosco, Finance Director Jason Paprocki, Community & Economic Development Director Mike Toth, Village Attorney Kevin Drendel, Public Works Director John Laskowski, Police Chief Joe DeLeo, Village IT Manager David Arndt.

AUDIENCE COMMENTS –
Tom Muth of 2360 Sans Souci Drive, Aurora, candidate for Fox Metro District 5 spoke about his experience within the community and his campaign for Trustee seat.

REGOCNITION- Life Saving Award- Officer Dan Stone
Police Chief DeLeo spoke about the actions of Officer Stone that had led to his being awarded the Life Saving Award. He stated that officers were dispatched to a call regarding a victim that was found to be unconscious and turning blue, it was believed by the caller that the victim had overdosed. Upon arrival the victim was not conscious and showing signs of agonal breathing. Officer Stone performed chest compressions and administered department issued Narcan and continued with chest compressions. Officer Stone then administered a second dose of Narcan and continued with chest compressions. At that point the victim started to show signs of consciousness. The North Aurora Fire Department arrived and continued the lifesaving measures. The victim’s survival can be attributed, in part, to Officer Stone’s calmness, as well as quick and decisive actions. Mayor Gaffino awarded Officer Stone with the Life Saving Award.

NEW BUSINESS
1. Approval of Ordinance Amending the North Aurora Code Section 5.08.350 to Decrease the Number of Class L-2 Liquor Licenses Authorized in the Village of North Aurora (The Rustic Fox)

Administrator Bosco stated that the Rustic Fox had tried this permit for their special events last year. The permit allowed them to have liquor at their indoor events without having to get a permit each time they hosted an event. They have decided not to renew the license.

Motion for approval made by Trustee Carroll and seconded by Trustee Curtis. Roll Call Vote: Trustee Carroll – yes, Trustee Curtis –yes, Trustee Guethle – yes, Trustee Niedzwiedz – yes, Trustee Salazar – yes. Motion approved (5-0).

2. Approval of Ordinance Amending the North Aurora Code Section 5.08.350 to increase the Number of Class G Liquor Licenses Authorized in the Village of North Aurora (Casey’s)

Administrator Bosco stated that the new Casey’s gas station had applied for a Class G Liquor License.

3. Approval of Special Event Permit for Goodwin Elementary for Fun Run Glow Run Event

Administrator Bosco explained that the Goodwin Elementary was hosting their Glow run/walk event on Friday April 28th from 6pm until 9pm. They needed a special permit due to the food truck expected to be on site for longer than two hours.

Motion for approval made by Trustee Salazar and seconded by Trustee Guethle. Roll Call Vote: Trustee Salazar – yes, Trustee Carroll – yes, Trustee Curtis –yes, Trustee Guethle – yes, Trustee Niedzwiedz – yes. Motion approved (5-0).

4. Approval of Special Event Permit for ABD Cycling Bicycle Ride Event

Administrator Bosco stated that ABD Cycling has hosted this event a few times in the Village. They were looking to host two events, one on Mya 27th as well as on September 23rd. The events are from 8am until 3pm, on Breton, Patterson and Fair Meadow on the west side of North Aurora. They have hosted these events in the past and do so in a way that there are no street closures. There have been no complaints made to the Village in the past.

Motion for approval made by Trustee Guethle and seconded by Trustee Curtis. Roll Call Vote: Trustee Guethle – yes, Trustee Niedzwiedz – yes, Trustee Salazar – yes, Trustee Carroll – yes, Trustee Curtis –yes. Motion approved (5-0).

5. Approval of Special Event Permit for the Rustic Fox for Farmer’s Market Event

Administrator Bosco stated that the Rustic Fox is looking to host a farmers’ market with 90 plus vendors over several weekends, once each month in May, June, July, August and September. There will be food trucks at the event as well as liquor sold. The vendor’s selling liquor will have to provide certification to the Village and then a special use permit can be issued by the Village.

Motion for approval made by Trustee Niedzwiedz and seconded by Trustee Salazar. Roll Call Vote: Trustee Niedzwiedz – yes, Trustee Salazar – yes, Trustee Carroll – yes, Trustee Curtis –yes, Trustee Guethle – yes. Motion approved (5-0).

6. Approval of Special Event Permit for the Rustic Fox for Golden Egg Hunt Event

Administrator Bosco stated that Rustic Fox was hosting a Golden Egg Hunt, an indoor event, on Saturday April 1st from 10am until 6pm. The Rustic Fox intends on having liquor sold at the event, therefore needed a special event license so vendors can seek special use permits from the Village to sell liquor.

Motion for approval made by Trustee Guethle and seconded by Trustee Curtis. Roll Call Vote: Trustee Guethle – yes, Trustee Niedzwiedz – yes, Trustee Salazar – yes, Trustee Carroll – yes, Trustee Curtis –yes. Motion approved (5-0).

7. Approval to Enter into an Agreement with the Midwest Integrated Solution for Access Control System for Police Facilities in the Amount of $58,294.00

Village IT Manager Dave Arndt explained that the hardware and software for the door access control system has reached its’ end of life. Staff reviewed the current system and determined it would be beneficial if both the internal camera system and the door access system were integrated. Staff has also budgeted to replace the Village Hall door access control system in the 23-24 year and anticipated using the same system for the Public Works building, once it is built. Arndt explained that this would allow the Village to have one single system for all of the facilities
Arndt stated that staff worked with Avigilon technical and sales support to determine the upgrades necessary to fully integrate the two systems. Staff used those specifications to create a request for proposal. The Village received four different proposals. After review, staff recommended awarding a contract to Midwest Integrated Solutions. The RFP amount exceeded the budgeted amount of $50,000 due to additional requirements including the sally port doors staff would like to tie into the system, the firing range technician’s office and the network closet. The project cost was also effected by the supply chain issues.
