VILLAGE BOARD MEETING MINUTES
Monday, January 16, 2023

Due to the COVID-19 pandemic, the Village Board meeting was conducted live remotely
via telecommunications.

CALL TO ORDER
Mayor Gaffino called the meeting to order.

In attendance: Mayor Mark Gaffino, Trustee Mark Carroll, Trustee Mark Guethle, Trustee Mike Lowery, Trustee Todd Niedzwiedz, Trustee Carolyn Salazar

Staff in attendance: Village Administrator Steve Bosco, Finance Director Jason Paprocki, Community & Economic Development Director Mike Toth, Village Attorney Edward Boula, Public Works Director John Laskowski, Police Chief Joe DeLeo.

PRESENTATION- Property Recognition Program Winners
Mayor Gaffino presented certificates and prizes to the first through fourth place winners of the Beautification Committees first holiday decoration contest.
Fourth Place the Westley Family, third place the Weldon Family, second place the Tollios-Popp Family, and first place the Reilly Family.

CONSENT AGENDA

6. Approval to Waive Bids for Water Meter Purchase for Seasons Development and Purchase Water Meters from Water Resources in the Amount of $36,525.50

Motion for approval made by Trustee Guethle and seconded by Trustee Niedzwiedz. Roll Call Vote: Trustee Guethle – yes, Trustee Lowery – yes, Trustee Niedzwiedz – yes, Trustee Salazar – yes, Trustee Carroll – yes. Motion approved (5-0).

NEW BUSINESS
1. Approval of Ordinance Amending the North Aurora Code Section 5.08.350 to Decrease the Number of Class D Liquor Licenses Authorized in the Village of North Aurora (Sarkaria, Inc)

Administrator Bosco stated that due to a change in ownership of the Orchard Wine & Liquor, the new owner would need to apply for a new Liquor License, therefore the need to eliminate the License held by the previous owner.

Motion for approval made by Trustee Salazar and seconded by Trustee Niedzwiedz. Roll Call Vote: Trustee Salazar – yes, Trustee Carroll – yes, Trustee Guethle – yes, Trustee Lowery – yes, Trustee Niedzwiedz – yes. Motion approved (5-0).

2. Approval of Ordinance Amending the North Aurora Code Section 5.08.350 to Increase the Number of Class D Liquor Licenses Authorized in the Village of North Aurora (Shiv Soft, Inc.)

Administrator Bosco explained that this agenda item was to increase the number of Class D Liquor Licenses in order to issue a License to the new owner of Orchard Wine & Liquor.

Motion for approval made by Trustee Lowery and seconded by Trustee Niedzwiedz. Roll Call Vote: Trustee Lowery – yes, Trustee Niedzwiedz – yes, Trustee Salazar – yes, Trustee Carroll – yes, Trustee Guethle – yes. Motion approved (5-0).

3. Approval of Ordinance Approving the First Amendment to the Annexation Agreement Between Village of North Aurora and Woodman’s Food Market, Inc.

Director Toth stated that agenda items three and four would related to the 67,000 square foot warehouse addition to Woodman’s. The item was before the Plan Commission November 1, 2022 and the Committee of the Whole on November 7, 2022; the draft Annexation Agreement was before the Village Board on November 21st.

Motion for approval made by Trustee Guethle and seconded by Trustee Lowery. Roll Call Vote: Trustee Guethle – yes, Trustee Lowery – yes, Trustee Niedzwiedz – yes, Trustee Salazar – yes, Trustee Carroll – yes. Motion approved (5-0).

4. Approval of Ordinance Amending Ordinance No. 04-08-30-02 an Ordinance Granting a Special Use as a B-2 Community Business District Planned Unit Development for Willard’s Corner Planned Unit Development (Woodman’s Food Market)

Motion for approval made by Trustee Carroll and seconded by Trustee Salazar. Roll Call Vote: Trustee Carroll – yes, Trustee Guethle – yes, Trustee Lowery – yes, Trustee Niedzwiedz – yes, Trustee Salazar – yes. Motion approved (5-0).

5. Approval to Reject All Bids for Pedestrian Signal at Randall Road and Dogwood-Ritter Project

Director Laskowski explained that only one bid had been received on the project, that bid was $45,000 over the engineers estimate for the project. When asked, the consulting engineering firm suggested splitting the concrete work from the traffic signal work which would reduce the cost of having a general contractor. The approach staff suggested was to include the concrete work in the annual road program for the year. The traffic signal work would be re-bid.

Motion for approval to reject bids made by Trustee Carroll and seconded by Trustee Guethle. Roll Call Vote: Trustee Carroll – yes, Trustee Guethle – yes, Trustee Lowery – yes, Trustee Niedzwiedz – yes, Trustee Salazar – yes. Motion approved (5-0).

 

VILLAGE PRESIDENT – Mayor Gaffino offered congratulations to the winner of the Beautification Committee’s home holiday decoration contest.

TRUSTEES COMMENTS – Trustee Guethle stated that he enjoyed the holiday decorations showcased by the contest. He said it was a great opportunity to highlight the community.

ADMINISTRATOR’S REPORT – Administrator Bosco stated that the Beautification Committee had just held their meeting earlier in the evening. They spoke about adding a Halloween decoration contest to the existing property recognition program of the summer and holiday decorating contest for the winter.

VILLAGE DEPARTMENT REPORTS
1. Finance – None
2. Community Development – None
3. Police – Chief DeLeo stated that the Police Department had recently held their first scam prevention program event for seniors, which was well attended. The Department planed on hosting an additional event on January 18, 2023 at 6:30 with a representative from the State’s Attorney’s Office presenting.
4. Public Works – None

Motion to adjourn was made by Trustee Guethle and seconded by Trustee Niedzwiedz. All in favor. Motion approved.
