VILLAGE BOARD MEETING MINUTES

Monday, October 16, 2023


Due to the COVID-19 pandemic, the Village Board meeting was conducted live remotely

via telecommunications.

 

CALL TO ORDER

Mayor Gaffino called the meeting to order.

In attendance:  Mayor Mark Gaffino, Trustee Jason Christiansen, Trustee Laura Curtis, Trustee Mark Guethle, Trustee Mike Lowery, Trustee Todd Niedzwiedz, Trustee Carolyn Salazar

 

Staff in attendance:  Village Administrator Steve Bosco, Finance Director Jason Paprocki, Community & Economic Development Director Nathan Darga, Village Attorney Kevin Drendel, Public Works Director Brian Richter, Police Chief Joe DeLeo.

 

PROCLAMATION-World Spina Bifida Day

Mayor Gaffino proclaimed October 25, 2023 to be World Spina Bifida Awareness Day in the Village of North Aurora.

Representatives Matt Larsen Executive Director of the Illinois Spina Bifida Association and Charlotte Mountz spoke regarding Spina Bifida awareness.

 

AUDIENCE COMMENTS – Judy English of 317 Kingswood Drive, North Aurora gave an update on a situation she brought before the Village Board at a previous meeting.  Semi-trucks had been traveling through a residential area to get to the new warehouses located on Overland Drive.  Mrs. English thanked the Village for their diligence in remedying the situation.

Motion for approval made by Trustee Guethle and seconded by Trustee Curtis. Roll Call Vote:  Trustee Guethle – yes, Trustee Lowery – yes, Trustee Niedzwiedz – yes, Trustee Salazar – yes, Trustee Christiansen – yes, Trustee Curtis –yes. Motion approved (6-0).

 

 

NEW BUSINESS

 

  1. Approval to Award Tree Trimming Bid to Skyline Tree Service in the Amount of $68,500

Public Works Director Richter stated that the Village had posted a request for annual tree trimming proposals in August and received one proposal.  Staff then reached out to several companies seeking additional proposals and received two proposals.  Skyline Tree Services came in with the lower proposal at $68,500 for the trimming of about 650 trees.  The budgeted amount for the annual tree trim was $70,000.

Trustee Salazar asked if this company was the one contracted to do the work the previous year, Richter stated that it was not.

 

Motion for approval made by Trustee Guethle and seconded by Trustee Niedzwiedz. Roll Call Vote:  Trustee Guethle – yes, Trustee Lowery – yes, Trustee Niedzwiedz – yes, Trustee Salazar – yes, Trustee Christiansen – yes, Trustee Curtis –yes. Motion approved (6-0).

 

 

  1. Approval to Purchase 13 Getac S410 Laptops for Police squad Cars from CDW-G in the Amount of $36,181.86

IT Manager Dave Arndt stated that the laptops currently used in the police squad cars were due to be replaced.  He said that typically they need to be replaced every five years but by extending the warranties the Village had been able to extend that to seven years.  The manufacturer was not willing to extend the warranties beyond the seven year mark.  The laptops have now begun experiencing issues and failing.  Staff had budgeted to replace half of the units in the current year and purchase the other half during the next budget year, however staff felt that it would be easier to offer IT support if all of the 13 units were purchased at one time.

 

Motion for approval made by Trustee Lowery and seconded by Trustee Salazar. Roll Call Vote:  Trustee Lowery – yes, Trustee Niedzwiedz – yes, Trustee Salazar – yes, Trustee Christiansen – yes, Trustee Curtis –yes, Trustee Guethle – yes. Motion approved (6-0).

 

 

  1. Approval of an Ordinance Amending the North Aurora Code Section 5.08.350 by Decreasing the Number of Class G Liquor Licenses Authorized in the Village of North Aurora

Administrator Bosco stated that at the time of Liquor License renewal, BP had a debt outstanding to the Village for code enforcement stemming from a dilapidated car wash located on their site.  They were given a conditional Liquor License in which they had six months to pay the fine and either demolish or repair the car wash.  After the six months had lapsed, they had done neither.  The owners had paid $3,000 of an over $12,000 fine.  After a hearing, the Mayor revoked their Liquor License.  Bosco explained that historically, the Village takes unused Liquor Licenses off the books.

 

Motion for approval made by Trustee Salazar and seconded by Trustee Guethle. Roll Call Vote:  Trustee Salazar – yes, Trustee Christiansen – yes, Trustee Curtis –yes, Trustee Guethle – yes, Trustee Lowery – yes, Trustee Niedzwiedz – yes. Motion approved (6-0).

TRUSTEES COMMENTS – None

 

ADMINISTRATOR’S REPORT Administrator Bosco spoke about the issue of trucks traveling through the residential area to get to the new warehouse and the problems that had been causing.  He stated that Director Darga assisted by petitioning Google to have the route to the facility changed.  He spoke about the efforts put forth by the staff to remedy the situation.

VILLAGE DEPARTMENT REPORTS

  1. Finance – None
  2. Community Development – None
  3. Police – Chief DeLeo stated that the Police were holding their “Trunk-or-Treat” event on Saturday, October 21. He spoke about the Mayor assisting with the Police Department’s “Burgers and Badges” event at Culvers on Wednesday, October 11th.  DeLeo also spoke about recent promotions and new hires within the Police Department.
  4. Public Works – None

Motion to adjourn was made by Trustee Guethle and seconded by Trustee Niedzwiedz. All in favor.  Motion approved.
