CALL TO ORDER
Trustee Gaffino called the meeting to order.

In attendance: Trustee Mark Gaffino, Trustee Chris Faber, Trustee Mark Lowery, Trustee Mark Carroll, Trustee Mark Guethle, Water Superintendent Paul Young, Police Chief Dave Summer.

1. Approval of Public Safety Committee Meeting Minutes dated October 3, 2016
Motion for approval made by Trustee Lowery and seconded by Trustee Carroll. All in favor. Motion approved.
NEW BUSINESS
1. Discussion of the Addition of Chapter 9.38 to the Village’s Code of Ordinances in
Reference to Prohibiting the Possession of Cannabis and Drug Paraphernalia
Chief Summer stated that when police come into contact with someone who is in possession of less than 10 grams of cannabis on or about their person, recent state law changes say we can adjudicate these within our community as well as some other things such as drug paraphernalia. The idea is to unclog the courtrooms for what may be considered trivial amounts of cannabis. Summer said he is fine with the way the ordinance was drafted. Summer asked the committee for input regarding the fine amounts. The trend is a starting point of $100 – $150 and a maximum of $750. If it goes to adjudication and they go before an adjudication officer and the officer is a part of the consequence portion decides to increase the fine, can go to a maximum of $750 but cannot exceed that. Trustee Carroll said the cost should be at least $150. Trustee Lowery agreed.
Carroll noted Section 9.38.050 and asked if the fine will be up to a maximum of $750 as well? Chief Summer said yes.
The Committee was in favor of the statute. This item will be placed on the agenda for the next Village meeting.
