MARCH 21, 2016

CALL TO ORDER
In the absence of Mayor Berman, Trustee Mark Gaffino called the meeting to order.

ROLL CALL
In attendance: Trustee Mark Gaffino, Trustee Laura Curtis, Trustee Mike Lowery, Trustee Chris Faber, Village Clerk Lori Murray. Not in attendance: Mayor Dale Berman, Trustee Mark Guethle and Trustee Mark Carroll.

Staff in attendance: Village Administrator Steve Bosco, Finance Director Bill Hannah, Community & Economic Development Director Mike Toth, Village Attorney Kevin Drendel, Police Chief Dave Summer, Public Works Superintendent Mike Glock, Water Superintendent Paul Young, Dan Watson of Rempe-Sharpe.

AUDIENCE COMMENTS
Illinois State Senator Linda Holmes addressed the Board regarding the latest news from Springfield. Holmes said that there has been no budget resolution and does not see this changing before the November election. Holmes said that there is still talk about cutting the local government distributive fund which would be disastrous for the municipalities.

2. Approval of an Ordinance Amending Section 5.08 of the North Aurora Municipal
Code Regarding Brewery Liquor Licenses in the Village of North Aurora
Motion for approval made by Trustee Curtis and seconded by Trustee Lowery. Roll Call Vote: Trustee Gaffino – yes, Trustee Faber – yes, Trustee Curtis – yes, Trustee Lowery – yes. Motion approved (4-0).
3. Approval of an Intergovernmental Agreement (IGA) between the Villages of Sugar
Grove, Montgomery, and Hinckley for the Due Process Hearings on Impoundment of Vehicles

4. Approval of an Ordinance Banning Parking on a Portion of Laurel Drive in the
Village of North Aurora

5. Approval of the Purchase of Road Salt through the State Purchase Program for the
2016-17 Season from Cargil Salt in an Amount not to exceed $72.49 per ton or $187,894.00

6. Approval of a Bid from Geneva Construction Company in the Amount of

8. Approval of a Bill List dated March 21, 2016 in the Amount of $264,955.48

ADMINISTRATOR’S REPORT
Village Administrator Steve Bosco noted that the Garbage RFPs went out and are due in on Wednesday.

VILLAGE DEPARTMENT REPORTS
1. Finance – None
2. Community Development – A topic of discussion at the St. Charles Board meeting last Monday night was in reference to the community land/trust discussion. Four communities involved were St. Charles, Batavia, Geneva and North Aurora. Batavia has decided not to partake in the study. North Aurora has decided not to move forward at this time and will wait until further funding becomes available. Bosco said that the important thing to note is that the Village of North Aurora already meets the requirement for attainable housing.
3. Police – None
4. Public Works – Bids for the new Village entry signs will be discussed at the next Village Board meeting on April 4th.
5. Water – The 2016 Watermain program will begin on John Street tomorrow.
