OPERATIONS COMMITTEE MEETING MINUTES
FEBRUARY 5, 2018

CALL TO ORDER
Trustee Mark Guethle called the meeting to order.

ROLL CALL
In attendance: Mayor Dale Berman, Trustee Mark Guethle, Trustee Laura Curtis, Village Administrator Steve Bosco, Finance Director Bill Hannah.

APPROVAL OF MINUTES
1. Approval of the Finance Committee Minutes dated 7/10/17
Motion for approval made by Trustee Guethle and seconded by Trustee Curtis. All in favor. Motion approved.

2. Approval of the Development Committee Minutes dated 9/20/17
Motion for approval made by Trustee Guethle and seconded by Trustee Curtis. All in favor. Motion approved.
NEW BUSINESS
1. Liquor Classifications
Staff proposed new liquor license classifications and fees. According to the proposal, the village can limit video gaming by class. Video gaming will only be allowed if the establishment meets the restaurant definition as well as any existing tavern.

Class A and Class B – full liquor consumption on premises. A supplemental license can be obtained for live music. Large restaurant: 125 seats in a stand-alone building or a minimum of 75 seats in a strip center. The establishment would have to have a kitchen and a cook on premises and someone serving food. This would apply for smaller restaurants as well. It also allows smaller restaurants that have been in business for at least 2 years the ability to apply for video gaming.

Class C: Limited Restaurant. Beer and wine only
Class D: Liquor store
Class E: Large area package retail
Class G: Gas station
Class H: Golf course
Class I: Special events
Class J1: Brewery license: Brewpub allows manufacture and storage of beer, retail sales and consumption on premises.
Class J2: Craft brewery allows manufacture and storage of beer secondary to distribution.
Class K: Salon/Spa
Class L: Tavern
Class M: Hotel/Motel
Class N: Catering license
Class S: Supplemental license. (S-E Entertainment, S-O Outdoor, S-P Packaged wine)

Trustee Curtis did not agree with charging different prices for liquor license and suggested the price be the same for all establishments.

2. Auditing Services
Bill Hannah informed the committee that the 3-year agreement with Sikich LLP has ended and the Village has decided to go out for proposals. Five different firms submitted proposals. Staff forwarded the top three candidates to the committee:
-BKD, LLP CPAs and Advisors
-Lauterbach and Amen
-Sikich, LLP
The cost was approx. $27,000 with Lauterbach and Amen at $22,000. Mayor Berman said that the important issue is that Hannah be comfortable with the firm. The committee agreed that it was good to go out for bid and view options of other companies.
