JANUARY 4, 2016

CALL TO ORDER
Mayor Berman called the meeting to order.

ROLL CALL
In attendance: Mayor Dale Berman, Trustee Laura Curtis, Trustee Chris Faber, Trustee Mark Carroll, Trustee Mark Gaffino, Trustee Mark Guethle, Village Clerk Lori Murray.

Staff in Attendance: Village Administrator Steve Bosco, Finance Director Bill Hannah, Community & Economic Development Director Mike Toth, Police Chief Dave Summer, Public Works Superintendent Mike Glock, Water Superintendent Paul Young, Attorney Roman Scheckel.

DISCUSSION
1. Mid-year Financial Update
Finance Director Bill Hannah reported on the mid-year financial updates and stated that the budget process has begun for all departments in the Village.

General Fund Revenues are at $10,103,502.

Sales tax revenue is up 3.9% for the first 4 months of year. Current projection of 2.7% more than last year.

Income tax revenue up 12.2% first 7 months of the year. Current projection of 6.9% more than last year.

Building permits received to date equal $180,000 versus a budget of $200,000.

The Village is currently trending towards positive year-end results.

MFT Fund – allotments through the first 6 months are 5.1% higher compared to last year.

Route 31 TIF Fund – $453,000 in TIF Increment for the current FY, possibly slightly higher next year. The Capital Projects Fund funds the annual road program, $1.5 to $1.9 million a year.

Water Fund – water charges are down 2.6% to-date compared to the prior year.
Connection fees are at $63,726 to date.

2016 watermain program this spring = $420,000
The final payment of $390,000 for the 2006 bonds will be paid in 2016-17.
2. Community Building Discussion
Staff interviewed four companies that specialize in space needs. After reviewing the proposals staff believes the proposal from Market & Feasibility Advisors (MFA) to conduct the first phase of a community building/space needs assessment in the amount of $15,000 is the most effective proposal. Should the Village Board choose to move forward after the first phase, MFA’s proposal to complete the second phase of a study is an additional $10,000, bringing their total proposal cost to a potential $25,000. The Village Board was in agreement to move forward.
