The Water Permits Division (WPD) within the U.S. Environmental Protection Agency’s Office of Wastewater Management leads and manages the National Pollutant Discharge Elimination System (NPDES) permit program in partnership with EPA Regional Offices, states, tribes, and other stakeholders.
Stormwater pollution from point sources and nonpoint sources is a challenging water quality problem. Unlike pollution from industry or sewage treatment facilities, which is caused by a discrete number of sources, stormwater pollution is caused by the daily activities of people everywhere. Rainwater and snowmelt run off streets, lawns, farms, and construction and industrial sites and pick up fertilizers, dirt, pesticides, oil and grease, and many other pollutants on the way to our rivers, lakes, and coastal waters. Stormwater runoff is our most common cause of water pollution.
One way the Village of North Aurora seeks to improve water quality is by strategically implementing Green Infrastructure principles into infrastructure projects. The full policy can be read here.
Because stormwater pollution is caused by so many different activities, traditional regulatory controls will only go so far. Education and outreach to the community are key components to any successful stormwater program. The Village of North Aurora complies with the EPA’s NPDES permit program with a Notice of Intent for General Permit for Discharge from Small Municipal Storm Sewer Systems and by submitting the required NPDES Annual Report to the E.P.A.

As a requirement of the Village’s general NPDES Permit ILR40, consideration of impacts and effects of climate change on storm water, storm water controls, flood management and Best Management Practice (BMP) implementation. Climate change refers to any significant change in the measures of climate lasting for an extended period of time. Climate change includes major changes in temperature, precipitation, or wind patterns, among other effects, that occur over several decades or longer. Mooseheart Child City is applying for an Illinois E.P.A. Permit regarding discharge of treated domestic wastewater into the Fox River. As part of the permit process, the Village of North Aurora has been notified and is posting this notice to make the public aware of the permit application.
