CALL TO ORDER
Mayor Berman called the meeting to order.

ROLL CALL
In attendance: Mayor Dale Berman, Trustee Laura Curtis, Trustee Mike Lowery, Trustee Chris Faber, Trustee Mark Carroll, Trustee Mark Gaffino, Trustee Mark Guethle, Village Clerk Lori Murray.

Staff in attendance: Village Administrator Steve Bosco, Finance Director Bill Hannah, Community & Economic Development Director Mike Toth, Public Work Superintendent Mike Glock, Water Superintendent Paul Young, Police Chief David Summer, Village Attorney Kevin Drendel

DISCUSSION
1. Discussion of Allowing Liquor in North Aurora Riverfront
The Board discussed their thoughts regarding allowing liquor in park area by Village Hall, also known as the North Aurora Riverfront. Village Administrator Steve Bosco said that it may work best to limit the liquor to Village sponsored events at first. Trustee Faber asked if residents could bring their own alcohol. Bosco said yes.

Trustee Curtis said she would like to see the Village open this up to businesses in North Aurora to expand their businesses. Bosco said this would be possible under this license as long as the business has a state liquor license. Atty. Drendel said that in terms of an outside organization coming in, the organization can get a special use from the state as well as from the Village.

Trustee Lowery noted his concern regarding BYOB in terms of it setting a precedent and people having parties at the riverfront with alcohol. Bosco said the Village would make sure that any liquor allowed would be tied to a specific event. Lowery said he agreed with Trustee Curtis in terms of opening this up to businesses in town.

Chief Summer said he was not concerned about a public safety issue in regard to allowing alcohol at events, but suggested having a couple of plain clothed officers present.

Trustee Guethle was in favor of allowing liquor at village sponsored events, but would prefer it be BYOB rather than having businesses sell liquor at the events.

Atty. Drendel said that any special event or special use where there is liquor outside, the Village requires a fenced-in area. The Village may not have to fence the area since there is already some limited accesses to the location. The Board decided to move forward.

Motion to adjourn made by Trustee Guethle and seconded by Trustee Curtis. All in favor. Motion approved.
