PUBLIC SAFETY COMMITTEE MEETING MINUTES
FEBRUARY 1, 2016

CALL TO ORDER
Trustee Gaffino called the meeting to order.

ROLL CALL
In attendance: Trustee Mark Gaffino, Trustee Mark Carroll, Trustee Lowery, Police Chief Summer.

AUDIENCE COMMENTS – None

APPROVAL OF MINUTES
1. Approval of Public Safety Committee Meeting Minutes dated October 6, 2014
Motion for approval made by Trustee Lowery and seconded by Trustee Carroll. All in favor. Motion approved.

NEW BUSINESS
1. Discussion of an ordinance regarding the Village of North Aurora’s authority to regulate
towing services and seizure, impoundment of vehicles, and administrative penalty
Chief Summer stated that this ordinance will regulate the process on how the Village selects towing companies. The ordinance would be in effect for a two-year period. There will be six (6) towing companies added to the list. It will set clear expectations of having a minimum amount of insurance and will also make sure the towing company has the appropriate amount of equipment. This ordinance would mirror that of Montgomery and Sugar Grove.

Chief Summer stated that one point which was brought up by this committee a year ago was the issue of hardship cases in which people who were trying to do the right thing had vehicles impounded. After lengthy discussions with Montgomery and Sugar Grove, it would be dealt with in the appeal process.

Staff recommended the approval of Village Ordinance 9.40 regarding seizure and impoundment of vehicles and the method of selection and approval of towing services to be used by the Village of North Aurora

2. Discussion of Police Uniform Patch / Logo Designs
Chief Summer provided examples of two logo designs for consideration. These logos were designed to match more closely with the Village’s new logo. The proposed logos would be used for uniform patches as well as for police vehicles. The Safety Committee was in favor of moving forward.
