CALL TO ORDER
Mayor Dale Berman called the meeting to order.

ROLL CALL
In attendance: Mayor Dale Berman, Trustee Mike Herlihy, Trustee Chris Faber, Trustee Mark Guethle, Trustee Bob Strusz, Trustee Mark Gaffino, Trustee Vince Mancini.

Staff in attendance: Chief Administrative Officer Wes Kornowske, Finance Director Bill Hannah, Community Development Director Scott Buening, Village Attorney Kevin Drendel, Public Works Superintendent Mike Glock, Police Chief Tom Fetzer, Water Superintendent Paul Young.

DISCUSSION
1. Continuation of Discussion of FY 2011-12 Draft Budget
Bill Hannah reported that there were some minor changes made to the draft budget. An amount of $3,000 for roadside cutting along Orchard/Gateway will be added to the General Fund. There is also an amount of $850 for an Administrative Conference. There is one issue with the sealcoating of the firing range. Will be able to provide a recommendation to have this done this fiscal year. If not, will have to add it to the budget for next year. Will also look at funding for the water projects. A public hearing is scheduled for May 2nd. Will tentatively look at having the budget available for approval on May 2nd as well. Trustee Mancini said that the budget does not account for very much of an increase in insurance premiums. Hannah said that the budgeted amount is only for liability and workers compensation insurance.

Mayor Berman said there was a question about the purchase of a new truck. Hannah said that purchase is to replace the water department’s Silverado truck and would come out of the mobile equipment replacement fund.

Mayor Berman said that the Village did away with its flowers and watering program last year. Mayor Berman suggested finding someone who would work part time to water the flowers and possibly get flowers donated.

Trustee Faber said he worked somewhere in the past where the fire department volunteered to water flowers once a week and asked if that was a possibility.

Mayor Berman asked what a budgeted amount would be for this service. Gaffino suggested some of the businesses take ownership and water flowers in front of their business.

Bill Hannah said that the cost would probably be $7,000 – $8,000 in labor and $2,000 – $3,000 for flowers.

Trustee Gaffino asked if any parkway trees would be replaced this year. Hannah said there was nothing planned in the budget. Trustee Mancini said that if the Village is going to spend $11,000 in flowers, that it would be better spent on parkway trees.

EXECUTIVE SESSION
Motion to adjourn to Executive Session for the purpose of Labor Negotiations, Land Acquisition and Probable Litigation made by Trustee Gaffino and seconded by Trustee Guethle. All in favor. Motion approved.
