COMMITTEE OF THE WHOLE MEETING MINUTES
SEPTEMBER 21, 2015

CALL TO ORDER
Mayor Berman called the meeting to order.

ROLL CALL
In attendance: Mayor Dale Berman, Trustee Laura Curtis, Trustee Mike Lowery, Trustee Chris Faber, Trustee Mark Gaffino, Trustee Mark Guethle, Village Clerk Lori Murray. Not in attendance: Trustee Mark Carroll.

Staff in attendance: Village Administrator Steve Bosco, Finance Director Bill Hannah, Community & Economic Development Director Mike Toth, Water Superintendent Paul Young, Public Works Superintendent Mike Glock, Police Chief Dave Summer, Fire Marshall Eric Bunkofske, IT Specialist Dave Arndt.

DISCUSSION
1. Orchard Commons Well Use Discussion
Community & Economic Development Director Mike Toth informed the Board that the property owner for the brewpub at Orchard Commons discovered a well at the location and would like to use the well water for brewing purposes. The property owner would form a connection between the well and the brewing vats for the brewing process. Water Superintendent Paul Young said that allowing this would not result in a huge revenue loss for the Village. It would be equal to the use of water for a large residential home. In terms of safety there is not a problem. There are restaurants that use well water as their potable source. Toth said he spoke with plumbing inspectors and the health department and they agreed that this would not be a problem. The Board was in agreement to allow the property owner to use the well subject to the conditions listed by Staff.

2. Verizon Cell Tower Lease Agreement Discussion
The lease agreement for the Verizon Cell Tower would include base rents that are in line with other contracts the Village currently has in place. The agreement calls for a 4% annual increase. The Board was in agreement to move forward.

3. Welcome Sign Designs Discussion
The Board reviewed the selection of signs. Most were in favor of Designs D & H. Village Administrator Steve Bosco to provide this information to Rural 29 for further designs for the Village welcome signs.

4. North Aurora Days Update
Discussion regarding North Aurora Days included locking in a contract for the fireworks early so that the Village can get fireworks at the best possible price. There was also discussion about getting a band that has more of a regional draw.

Trustee Curtis said that if the Village increases expenses and is projecting a loss in revenue, the Village is operating at a loss. Curtis said she would rather keep it level and not at a loss to the Village.

Trustee Faber said he would like the Village to hold their contribution to the bands and see if those operating the beer garden would pay additional. Trustee Gaffino said they are not opposed to that and he spoke to both groups that make the most of North Aurora to contribute more.
Hold tight on the bands and get contributions from the beer garden.

The Board was in favor of moving forward with hiring the fireworks company as early as possible and look at contributions from others for the bands.

1. Review of the Release of Certain Executive Session Minutes through August 2015

Motion to adjourn to Executive Session made by Trustee Guethle and seconded by Trustee Gaffino. All in favor. Motion approved.
