CALL TO ORDER
Mayor Berman called the meeting to order.
ROLL CALL
In attendance: Mayor Dale Berman, Trustee Mark Gaffino, Trustee Mike Lowery, Trustee Laura Curtis, Trustee Mark Carroll, Trustee Tao Martinez, Trustee Mark Guethle, Village Clerk Lori Murray.
Staff in attendance: Village Administrator Steve Bosco, Community & Economic Development Director Mike Toth, Public Works Director John Laskowski, Village Attorney Kevin Drendel.

TRUSTEE COMMENTS
Trustee Curtis questioned the requirement for a permit to replace a front door on a home. Curtis said she paid $92.00 for a permit, however, no one from the Village came out to inspect the work once it was completed. Curtis added that there should not be a permit required for something that is not changing the structure to the home. Curtis said she also had some home windows replaced and the permit was $180. Curtis asked what the value added is for this requirement. Curtis also asked what the reasoning is for a sliding tier of fees based on the cost of the windows and doors.
Toth said these are revenue based permits. For windows, the Village looks for factors to make sure they meet a certain energy efficiency. The Village also verifies that the contractor is registered. Toth said that once the work is completed to the home, the residents are to call the village for an inspection. Curtis asked that the Village look into this issue further as to why the permit fee is based on the cost of the job. Curtis also suggested eliminating the requirement for permits on doors. Toth noted that the Village’s cost based permits are relatively lower compared to surrounding communities.
DISCUSSION
1. 2 N Lincolnway T.I.F. Grant
The owner of 2 N. Lincolnway has applied for the demolition of the residential building and detached garage. The property is located in the R-2 Single Family District, is a substandard R-2 District lot size, contains structures that do not meet the R-2 District setback requirements and is a multi-family residence in a single family district.
The request is for $17,342.50 (the total amount of the project is $34,685.00). Trustee Curtis asked what the owner is going to do with the lot. Toth said it will be left empty at this time. Trustee Carroll asked if the owner has any outstanding fines or fees that are payable in the pending litigation? Toth said yes and that they are going through the adjudication process and would have fines assessed to them regardless of the buildings being demolished. Carroll asked if the property owner would be willing to deed the property to the Village. Toth said there have been discussions with the property owner and the owner would like to retain the property.
2. Tattoo Amendments
Section 5.36 of the Village code regulates tattoo and body piercing establishments and operators. The State of Illinois has the Tattoo and Body Piercing Registration Act. The Village currently has 3 registered businesses in town. Whenever the Village has to go through the licensing process, there is a conflict with the state codes. The amendment would remove some of the operation requirements from the village and centralize and consolidate the codes to eliminate these conflicts.
The amendment would also allow establishment operators and/or tattoo artists to be 18 years of age instead of 21.
Trustee Carroll asked if the tattoo parlors have liquor licenses and if so, would it cause a problem with someone who is not 21 since they would not be able to sell alcohol. Bosco said none of the tattoo parlors have a liquor license. One establishment did inquire about it. Atty. Drendel said that the license would allow liquor to be sold while displaying artwork. It requires the liquor be sold separately from the services. Bosco said that the state of Illinois allows 18 year olds to serve alcohol.
Village Administrator Bosco said the tattoo parlors would only be able to sell liquor when they are having an event for art shows within their establishment.
