AUGUST 3, 2015

CALL TO ORDER
Mayor Berman called the meeting to order.

In attendance: Mayor Dale Berman, Trustee Laura Curtis, Trustee Mike Lowery, Trustee Chris Faber, Trustee Mark Carroll, Trustee Mark Gaffino, Trustee Mark Guethle, Village Clerk Lori Murray.

Staff in attendance: Village Administrator Steve Bosco, Finance Director Bill Hannah, Community & Economic Development Director Mike Toth, Police Chief Dave Summer, Public Works Superintendent Mike Glock, Village Attorney Kevin Drendel.

NEW BUSINESS
1. Approval of an Ordinance Approving per Section 17.8.2 of the Zoning Ordinance a
Special Use for a Self-Service Storage Facility, a Planned Unit Development and a Site Plan for the property located at 310 South Lincolnway
The estimate to bury the power lines was $180,000 to $200,000, therefore Staff removed the condition. Motion for approval made by Trustee Guethle and seconded by Trustee Lowery. Roll Call Vote: Trustee Guethle – yes, Trustee Gaffino – yes Trustee Carroll – yes, Trustee Faber – yes, Trustee Lowery – yes, Trustee Curtis – yes. Motion approved (6-0).

2. Approval of an Ordinance Amending Section 8.24.02 of the North Aurora
Municipal Code regarding Dead, Dying or Diseased Trees
Motion for approval made by Trustee Guethle and seconded by Trustee Gaffino. Roll Call Vote: Trustee Guethle – yes, Trustee Gaffino – yes Trustee Carroll – yes, Trustee Faber – yes, Trustee Lowery – yes, Trustee Curtis – yes. Motion approved (6-0).

3. Approval of a Special Events Permit for North Aurora Days
Motion for approval made by Trustee Gaffino and seconded by Trustee Curtis. Roll Call Vote: Trustee Gaffino – yes, Trustee Guethle – yes Trustee Carroll – yes, Trustee Faber – yes, Trustee Lowery – yes, Trustee Curtis – yes. Motion approved (6-0).

4. Approval of a Carnival Permit for North Aurora Days
Motion for approval made by Trustee Guethle and seconded by Trustee Gaffino. Roll Call Vote: Trustee Guethle – yes, Trustee Gaffino – yes Trustee Carroll – yes, Trustee Faber – yes, Trustee Lowery – yes, Trustee Curtis – yes. Motion approved (6-0).

5. Approval of a Special Events Permit for Raimondo’s Pizza and Pub
Motion for approval made by Trustee Gaffino and seconded by Trustee Carroll. Roll Call Vote: Trustee Guethle – yes, Trustee Gaffino – yes Trustee Carroll – yes, Trustee Faber – yes, Trustee Lowery – yes, Trustee Curtis – yes. Motion approved (6-0).

6. Approval of a Bill List dated August 3, 2015 FY15 in the Amount of $13,525.91 and
Approval of a Bill List dated August 3, 2015 FY16 in the Amount of $170,911.18

TRUSTEE COMMENTS – None

ADMINISTRATOR’S REPORT
Village Administrator Steve Bosco noted the following items:
-North Aurora Days festival this weekend (Fri, Sat, Sun). Garage sales begin on Thursday.
-The sound system in the boardroom has been fixed.
-The North Aurora flag will be ordered with the new logo mounted on a white flag.
-Rule 29 has started on designs for the new welcome signs.

DEPARTMENT REPORTS
1. Finance – None
2. Community Development – Permits have been issued for Hardware and they should break ground this week. The Village’s Comprehensive Plan has been nominated for an EPA Illinois award.
3. Police – National Night Out is scheduled for tomorrow from 6 p.m. to 9 p.m.
4. Public Works – Road program is going well. All pavement is down on Banbury Road and will start curb on Dee Road.
5. Water – None

Trustee Carroll asked if there was an update on the needs assessment for the community center. Bosco said Staff is meeting next week to come up with the individual steps to achieve the goal.
