PLAN COMMISSION MEETING MINUTES

AUGUST 2, 2016

 

CALL TO ORDER

Chairman Brackett called the meeting to order.

ROLL CALL

In attendance:  Chairman Mike Brackett, Co-Chairman Jennifer Duncan, Commissioners Doug Botkin, Mark Bozik, Connie Holbrook, Tom Lenkart, Aaron Anderson, Mark Rivecco.  Not in attendance:  Commissioner Anna Tuohy. 

 

Staff in attendance:  Village Administrator Steve Bosco, Community & Economic Development Director Mike Toth, Village Clerk Lori Murray.

 

APPROVAL OF MINUTES

  1. 1.      Approval of Plan Commission Minutes dated June 7, 2016

Motion for approval made by Commissioner Bozik and seconded by Commissioner Botkin.  All in favor.  Motion approved.

 

PUBLIC HEARING

1. Petition #16-05: The petitioner requests a special use to allow an Animal Shelter in the B-2 General Business District Planned Unit Development, pursuant to Section 17.8.2 of the North Aurora Zoning Ordinance.

Chairman Brackett called the public hearing to order.  Those who planned to speak were sworn in at this time.  There were no audience comments.  Chairman Brackett then closed the public hearing.

 

2. Petition #16-06: The petitioner requests a variance from Section 15.48.160(F)(2) of the North Aurora Sign Ordinance to allow use of neon lighting.

Chairman Brackett called the public hearing to order.  Those who planned to speak were sworn in at this time.  There were no audience comments.  Chairman Brackett then closed the public hearing.

 

NEW BUSINESS

1. Petition #16-05: The petitioner requests a special use to allow an Animal Shelter in the B-2 General Business District Planned Unit Development, pursuant to Section 17.8.2 of the North Aurora Zoning Ordinance.

George Lennon, owner of Pet Supplies Plus on Randall Road stated that they have partnered with Anderson Pet Shelter to open an adoption center in the unrented space next to the Pet Supplies Plus in North Aurora. 

 

Commissioner Botkin asked if this location would be Anderson Pet Shelter’s first satellite business.  Beth Drake of the Anderson Pet Shelter said this would be their first large satellite location.

 

Commissioner Duncan asked how many associates would be on site.   Beth Drake said there would be five.

 

Mike Toth said that the request for a special use for an animal shelter is being recommended by Staff. 

 

(Commissioner Anderson arrived at 7:11 pm)

 

(Commissioner Lenkart arrived at 7:14 pm)

 

Commissioner Lenkart asked if someone from the Village would be monitoring the site to make sure the waste is being picked up on a regular basis.  Toth said the Village could check on the area, but the business owners are ultimately responsible for site maintenance. 

 

Motion for approval made by Commissioner Holbrook and seconded by Commissioner Lenkart.  Roll Call Vote:  Holbrook – yes, Bozik – yes, Botkin – yes, Duncan – yes, Anderson – yes, Lenkart – yes, Rivecco – yes.  Motion approved.

 

2.         Petition #16-06:  The petitioner requests a variance for Section 15.48.160 (F)(2) of the North Aurora Sign Ordinance to allow use of neon lighting.

Mike Toth stated that staff is supportive of this sign variance request for the Oberweis sign since it would be located in an industrial zoning district, there is no residential in the area and the sign is of historic significance.

 

Motion for approval made by Commissioner Holbrook and seconded by Commissioner Bozik.  Roll Call Vote:  Holbrook – yes, Bozik – yes, Botkin – yes, Duncan – yes, Anderson – yes, Lenkart – yes, Rivecco – yes.  Motion approved.

 

OLD BUSINESS – None

 

PLAN COMMISSIONER COMMENTS AND PROJECT UPDATES.

-Mike Toth informed the Plan Commission that the September meeting would include discussion about amending the Sign Ordinance and discussion on fencing materials.  Toth also mentioned the previous special use on Clearwater Drive for outdoor storage allowed Riverfront Chrysler the opportunity to store their cars in North Aurora.

 

-Steve Bosco stated that since the Village now has ownership of the park area, the Bag Tournament for North Aurora Days will be held there and it will also be BYOB.   Staff met with Teska Associates, the FVPD and NOARDA to discuss a redesign of the park. The DOW property has been acquired. Taco Madre has been issued their liquor permit.
