Village-President Hansen called the meeting to order.

Roll Call

In attendance: Trustee Mitchell, Trustee Herlihy, Trustee Gaffino, Trustee Herwig, Village-President Hansen. Not in attendance: Trustee Shoemaker, Trustee Berman.

A. TANNER TRAILS UNIT 6- FINAL SUBDIVISION PLAT

Sue McLaughlin said that this must be removed from the agenda because there are outstanding issues.

Jim Bibby said that they are looking at it with CornEd engineers, and it will take about three weeks. They will have it ready for the second Committee of the Whole meeting in September.

B. ORCHARD ROAD ACCESS TO TANNER PROPERTY

Sue McLaughlin said that Jim Bibby was taking around the plat for signatures, and he discovered that Torn Tanner has requested assurance from the Village for an access point to his property for future development. Ally. Drendel came up with some concerns and has some solutions.

Atty. Drendel said in the agreement with the county they give us access to that point, but we do not have to take it. We should not give Tanner more than he asks for, and give out a proposed resolution. Do not obligate to annex the property, and reserve our right to negotiate. They will give access to the location when or if the property is annexed.

Jim Bibby said that it will be a right in right out, and there are no engineering issues at the time. There is no possible reverse turns because of a median being built.

Trustee Herlihy does not understand why they would agree to grant access before they know what is going on the property.

Village-President Hansen said to put this on new business.

C. ESTABUSHING A MORATORIUM ON BANKS

Sue McLaughlin said that the Plan Commission recommended approval for six months.

Trustee Mitchell said she spoke with Ally. Drendel, and she wants to have a staff meeting to discuss a few things before the next board meeting. Some things don’t apply to the Village because we don’t have a downtown area, however she thinks we are heading in the right direction.
Atty. Drendel said that unless we have something specific in the annexation agreement with the twelve banks that already exist, then the moratorium will apply to them as well. There is Questionable legality issuing a moratorium on building permits, however, ideally that would be the best thing to do.
