VILLAGE BOARD MEETING MINUTES
MONDAY, JULY 20, 2020

Due to the COVID-19 pandemic, the Village Board meeting was conducted live remotely
via telecommunications.

CALL TO ORDER
Mayor Berman called the meeting to order.

ROLL CALL
In attendance: Mayor Dale Berman, Trustee Mark Gaffino, Trustee Mike Lowery, Trustee Laura Curtis, Trustee Mark Carroll, Trustee Tao Martinez, Trustee Mark Guethle, Village Clerk Lori Murray.

Staff in attendance: Village Administrator Steve Bosco, Finance Director Bill Hannah, Community & Economic Development Director Mike Toth, Village Attorney Kevin Drendel, Public Works Director John Laskowski, Police Chief Dave Fisher.

CONSENT AGENDA

1. Village Board Minutes dated 07/06/2020 and Committee of the Whole Minutes dated 07/06/2020
2. Bills List Dated 07/20/2020 FY ’20 in the Amount of $17,453.05
3. Bills List Dated 07/20/2020 FY ’21 in the Amount of $605,065.49
4. Pay Request #2 to Geneva Construction Company for 2020 Street Improvements in the Amount of $544,788.87

Motion for approval made by Trustee Carroll and seconded by Trustee Guethele. Roll Call Vote: Trustee Lowery – yes, Trustee Gaffino –yes, Trustee Curtis – yes, Trustee Carroll – yes, Trustee Martinez – yes, Trustee Guethle – yes. Motion approved (6-0).

NEW BUSINESS
1. Approval of Special Events Permit for Tanner Trails Food Truck Nights

A special event permit was submitted for a Tanner Trails Food Truck nights to be hosted with permission at Highpoint Church due to the fact under current Village code food trucks can only be parked on private property for a maximum of two hours and the event organizers were looking to extend that timeframe to three hours and thus a special events permit was needed.

Trustee Carroll expressed concerns over previous events held as part of Tanner Trails Food Truck Nights, in which alcohol was sold and music was loudly played from the food trucks, and said there would need to be assurances that the timeline was adhered to as well as all Village ordinances.

Trustee Curtis said she did not wish to give a blanket okay to multiple events on one permit and suggested approving them one at a time so if there was an issue at one event the next one could not be approved; however Village Administrator Bosco pointed out that special event permits need to be approved by the board and they only meet one to two times a month. Trustee Curtis also noted that the Village cancelled larger Village events and said she wants to make sure that the board is not arbitrarily allowing some events and cancelling others.

Trustee Guethele expressed concerns about social distancing and face mask wearing and said he felt the food trucks should have signage reminding of such. Trustee Lowery noted that the permit is regarding an additional hour of allowed time to host the event and said the board should be voting.

Motion for approval made by Trustee Curtis and seconded by Trustee Guethele. Roll Call Vote: Trustee Guethle – yes, Trustee Martinez – yes, Trustee Carroll – no, Trustee Gaffino – yes, Trustee Lowery – yes, Trustee Curtis – no. Motion approved (4-2).

Noted that the COVID-19 pandemic is not over and that there will likely be more restrictions coming in the future.
