VILLAGE BOARD MEETING MINUTES
JUNE 1, 2015

CALL TO ORDER
Mayor Berman called the meeting to order.

In attendance: Mayor Dale Berman, Trustee Laura Curtis, Trustee Mike Lowery, Trustee Chris Faber, Trustee Mark Carroll, Trustee Mark Gaffino, Trustee Mark Guethle, Village Clerk Lori Murray.

Staff in attendance: Village Administrator Steve Bosco, Finance Director Bill Hannah, Community & Economic Development Director Mike Toth, Police Chief Dave Summer, Public Works Superintendent Mike Glock, Water Superintendent Paul Young, Village Attorney Kevin Drendel.

PUBLIC HEARING
1. First Amendment to the Pre-Annexation Agreement between Village of North
Aurora, Orchard Commons, LLC and Mettel Investment Partnership for a Development to be known as Orchard Commons
Mike Toth opened the public hearing. This annexation agreement amendment would facilitate the change to the pud ordinance for the Hardware Restaurant and development of lots 3, 4 & 8 to offer the brewpub, microbrewery and agriculture on Lot 8. Toth also recommended a motion to include the approving ordinance on the consent agenda.

There were no audience comments. Mayor Berman closed the public hearing. A Motion was made by Trustee Guethle and seconded by Trustee Carroll to place the item on the consent agenda. Roll Call Vote: Trustee Guethle – yes, Trustee Gaffino – yes, Trustee Carroll – yes, Trustee Faber – yes, Trustee Lowery – yes, Trustee Curtis – yes. Motion approved (6-0).

CONSENT AGENDA
1. Approval of Village Board Minutes dated 5/18/2015 and C.O.W. Minutes dated 5/18/2015

2. Approval of an Ordinance Amending a Special Use as B-2 General Commercial Planned Unit Development for the Orchard Commons Development (Hardware Restaurant)

1. Approval of an Ordinance Pertaining to the Prevailing Rates of Wages.
Motion for approval made by Trustee Guethle and seconded by Trustee Gaffino. Roll Call Vote: Trustee Guethle – yes, Trustee Gaffino – yes, Trustee Carroll – yes, Trustee Faber – yes, Trustee Lowery – yes, Trustee Curtis – yes. Motion approved (6-0).

2. Approval of Resolution Authorizing the Village Administrator to take Action
Regarding the Village’s Electric Aggregation Program
Finance Director Bill Hannah stated that the lowest price provided for the Village’s electric aggregation program was from Dynegy and was 13% below the current aggregation price that the Village has for 1 year pricing of 6.835. The pricing is also approximately 5% less than the estimated ComEd price that will take place in September of 7.18. Also provided was step down pricing which provided a lower price in the second year if the Board went with a 2 year agreement. The second year price would be 6.575. Additional cost for 100% renewable would be at an additional .23.

Steve Bosco said the Village has an option to secure a decrease in pricing with a two year contract. The current rate is just over 8 cents per kilowatt hour, so there is a significant drop in rate. The option to go green would still result in a lower rate than what the Village is paying now. Trustee Faber noted that the difference in pricing for green and non-green energy to the average household is about $2/month. Direction to the Village Administrator was to move forward with a two year green contract with Dynegy.

3. Approval of a License Agreement with Randall Oaks LLC for the use of property at
Oak St. and Randall Rd. for the North Aurora Days Fireworks Display
Motion for approval made by Trustee Gaffino and seconded by Trustee Lowery. Roll Call Vote: Trustee Gaffino – yes, Trustee Guethle – yes, Trustee Carroll – yes, Trustee Faber – yes, Trustee Lowery – yes, Trustee Curtis – yes. Motion approved (6-0).

4. Approval of an MFT Resolution for Highway Maintenance
Motion for approval made by Trustee Guethle and seconded by Trustee Gaffino. Roll Call Vote: Trustee Guethle – yes, Trustee Gaffino –yes, Trustee Carroll – yes, Trustee Faber – yes, Trustee Lowery – yes, Trustee Curtis – yes. Motion approved (6-0).

5. Approval of Bid from Geneva Construction Company in the Amount of $614,570.66
for the Smoke Tree Lane Phase II Project
Mike Glock noted that the bid came in 17% under engineer’s estimate. Motion for approval made by Trustee Guethle and seconded by Trustee Lowery. Roll Call Vote: Trustee Guethle – yes, Trustee Carroll – yes, Trustee Gaffino – yes, Trustee Faber – yes, Trustee Curtis – yes, Trustee Lowery – yes. Motion approved (6-0).

6. Approval of the Purchase of two Barracuda Back-up Servers from CDW-G in the
Amount of $12,876.36

7. Approval of Pay Request No. 1, Partial in the Amount of $80,615.28 from Geneva
Construction Company for the 2015 Street Improvement Program

8. Approval of a Bill List dated June 1, 2015 FY15 in the Amount of $219,717.09; and

TRUSTEES’ COMMENTS
Trustee Faber noted that the community parade and duck race will be held this weekend.

The NOARDA rain garden project broke ground last week. Plantings will go in later in June.

ADMINISTRATOR’S REPORT
In reference to the paving for Kilberry Lane, to date, the Village has received payment from the seven property owners.

FIRE DISTRICT REPORT – None

VILLAGE DEPARTMENT REPORTS
1. Finance – 1. Auditors will be at Village Hall in a couple of weeks. 2. The Village has doubled the number of online users for payment of water bills since the credit card option is now available. 3. Budgets will be finalized at end of week.
2. Community Development – The Comprehensive Plan will be on the June 15th agenda for final approval.
3. Police – None
4. Public Works – The Village has planted 271 trees. This will leave 525 to plant starting in September.
5. Water – The Village should know by early August if the property on Willow Way will be available for Well 8.
