VILLAGE BOARD MEETING MINUTES
MAY 2, 2016

CALL TO ORDER
Mayor Berman called the meeting to order.

SILENT PRAYER – MEDITATION – PLEDGE OF ALLEGIANCE

ROLL CALL
In attendance: Mayor Dale Berman, Trustee Laura Curtis, Trustee Mike Lowery, Trustee Chris Faber, Trustee Mark Carroll, Trustee Mark Gaffino, Trustee Mark Guethle, Village Clerk Lori Murray

Staff in attendance: Village Administrator Steve Bosco, Finance Director Bill Hannah, Community & Economic Development Director Mike Toth, Public Work Superintendent Mike Glock, Water Superintendent Paul Young, Police Chief David Summer, Village Attorney Kevin Drendel.

SWEARING IN OF NEW PATROL OFFICER
Village Clerk Lori Murray swore in new police patrol officer Matthew Nordstrom to the Village of North Aurora Police Department.

PROCLAMATION
Mayor Berman proclaimed the week of May 2, 2016 as Bicycle Safety Week in the Village of North Aurora.

PUBLIC HEARING
1. Public Hearing Regarding the Draft Annual Budget for the Fiscal Year Beginning
June 1, 2016 and Ending May 31, 2017
Mayor Berman opened the public hearing. There were no audience comments. Mayor Berman then closed the public hearing.

AUDIENCE COMMENTS
Al Broholm, 518 Bede Circle, North Aurora, IL – Mr. Broholm addressed the Board regarding loud noise from the Marmion banquet facility. Broholm said that he spoke with Adam, the property manager who said that since Marmion was there before the residents, that there is nothing that can be done in reference to the noise. Broholm asked who he would call in case of future loud noise from the property. Chief Summer suggested calling the North Aurora Police and they would take it from there. Atty. Drendel said that Marmion is not exempt by being a religious institution.

Trustee Faber added that there is a noise ordinance and if Marmion is violating a noise ordinance, the police should be called.

Village Administrator Steve Bosco said that he would check with the City of Aurora regarding their noise/music ordinance. Bosco added that the Village could involve the City of Aurora and Kane County to see how they could assist with the storm water runoff at Marmion.

NEW BUSINESS
1. Approval of an Ordinance Amending Ordinance No. 15-11-16-02 Approving a
Minor Change for the PUD for the Springs at Orchard Road Development
Motion for approval made by Trustee Guethle and seconded by Trustee Carroll. Roll Call Vote: Trustee Guethle – yes, Trustee Gaffino – yes, Trustee Carroll – yes, Trustee Curtis – yes, Trustee Lowery – yes, Trustee Faber – yes. Motion approved (6-0).

2. Approval of a Bill List dated May 2, 2016 in the Amount of $182,528.77
Motion for approval made by Trustee Gaffino and seconded by Trustee Guethle. Roll Call Vote: Trustee Gaffino – yes, Trustee Carroll – yes, Trustee Guethle – yes, Trustee Faber – yes, Trustee Lowery – yes, Trustee Curtis – yes. Motion approved (6-0).

OLD BUSINESS – None

ADMINISTRATOR’S REPORT
Steve Bosco reported that the Village had an inventory of 700 red street signs and was able to give away 450 of those signs today from 9:00 a.m. – 12:30 pm.

ATTORNEYS REPORT
Atty. Drendel said he would finish research regarding the Marmion situation and bring information to the next Board meeting for further discussion.

FIRE DISTRICT REPORT – None

VILLAGE DEPARTMENT REPORTS
1. Finance – Bill Hannah reported that residents would be receiving their property tax bills soon which went out in the mail today.
2. Community Development – None
3. Police – None
4. Public Works – Road grinding to begin on John Street, Hansen and Overland later this week.
5. Water – The annual water quality reports will be out the week of May 16th.
