COMMITTEE OF THE WHOLE MEETING MINUTES
MAY 18, 2020

Due to the Covid-19 pandemic, the Village Board meeting was conducted live remotely
via telecommunications.

CALL TO ORDER
Mayor Berman called the meeting to order.

ROLL CALL
In attendance: Mayor Dale Berman, Trustee Mark Gaffino, Trustee Mike Lowery, Trustee Laura Curtis, Trustee Mark Carroll, Trustee Tao Martinez and Trustee Mark Guethle.

Staff in attendance: Village Administrator Steve Bosco, Finance Director Bill Hannah, Community & Economic Development Director Mike Toth, Public Works Director John Laskowski, Police Chief Dave Fisher and Village Attorney Kevin Drendel.

DISCUSSION
• 113 S. Lincolnway TIF Façade Grant Application (A&W Restaurant)
Community & Economic Development Director Mike Toth stated that the owner of A&W is looking at making some parking lot improvements as part of the TIF Façade Program. They would be replacing eight segments of their parking lot which would equal approximately 2100 s.f. Total project cost from the low bid was $9700. A 50% match would be $4,850 which is what has been requested. The trustees were in agreement. Toth said he would bring a resolution to the June 1st meeting for approval.

• 2020-2021 Strategic Plan
Village Administrator Steve Bosco said that there were only a couple of adjustments to the plan.

-Explore opportunities to expand Riverfront Park.
-Explore opportunities to acquire property along the Route 31 corridor between John and Oak Street.
-Created a brand new objective to remove the Fox River Dam.
-Explore opportunities to increase community events.
-Evaluate options for sidewalks along Route 31.

Bosco said he would bring this back to the board for final approval at the June 1st meeting.

• North Aurora Days
Bosco said that he has already heard from vendors that they are willing to move the contract to next year. The cost to cancel North Aurora Days will be a very minimal financial impact. Trustee Martinez said it is appreciated that the vendors are willing to move the contracts and suggested considering these same vendors in the future. Bosco said that the vendors and bands have been extremely easy to work with and very good about moving forward to next year’s North Aurora Days. The board was in agreement to cancel North Aurora Days this year.

Motion to adjourn made by Trustee Curtis and seconded by Trustee Guethle. All in favor. Motion approved.
