CALL TO ORDER
Mayor Berman called the meeting to order.

ROLL CALL
In attendance: Mayor Dale Berman, Trustee Laura Curtis, Trustee Mark Lowery, Trustee Chris Faber, Trustee Mark Carroll, Trustee Mark Gaffino, Village Clerk Lori Murray. Not in attendance: Trustee Mark Guethle.

Staff in attendance: Village Administrator Steve Bosco, Finance Director Bill Hannah, Village Engineer Jim Bibby, Village Attorney Kevin Drendel, Water Superintendent Paul Young, Public Works Superintendent Mike Glock, Police Chief Dave Summer.

PROCLAMATIONS
1. Arbor Day Proclamation – Mayor Berman proclaimed April 24, 2015 Arbor Day in the
Village of North Aurora.

2. Bike Safety Week Proclamation – Mayor Berman proclaimed May 10, 2015 Bicycle
Safety Week in the Village of North Aurora.

TRUSTEE COMMENTS
Trustee Curtis stated that she spoke with Library Board Trustee Mark Saperston regarding rebuilding of the activity center. The library board is interested in partnering with the Village since the library has additional funds and the adjacent acre of land. Mayor Berman asked that Steve Bosco look into this and report back to the Board.

Motion for approval made by Trustee Gaffino and seconded by Trustee Lowery. Roll Call Vote: Trustee Gaffino – yes, Trustee Carroll – yes, Trustee Faber – yes, Trustee Lowery – yes, Trustee Curtis – yes. Motion approved (5-0).

NEW BUSINESS
1. Approval of a Three-Year Contract (2015-2017) with Hoving Clean Sweep for Street Sweeping in the Amount of $18,539.22
Motion for approval made by Trustee Gaffino and seconded by Trustee Carroll. Roll Call Vote: Trustee Gaffino – yes, Trustee Carroll – yes, Trustee Faber – yes, Trustee Lowery – yes, Trustee Curtis – yes. Motion approved (5-0).

2. Approval of a Bid from Front Range Environmental LLC in the Amount of $44,350.00 for the 2015 Sanitary Manhole Sealing Project
Motion for approval made by Trustee Carroll and seconded by Trustee Curtis. Roll Call Vote: Trustee Gaffino – yes, Trustee Carroll – yes, Trustee Faber – yes, Trustee Lowery – yes, Trustee Curtis – yes. Motion approved (5-0)

3. Approval of a Bid from Pipe-View LLC in the Amount of $40,903.05 for the 2015 Sanitary Sewer Televising Project
Motion made by Trustee Faber and seconded by Trustee Gaffino to reject the bids and have Staff go back and re-evaluate how to go forward with rebidding the project or look at Fox Metro which has a program that televises sewer lines and determine if the Village can partner with them. Roll Call Vote: Trustee Gaffino – yes, Trustee Carroll – yes, Trustee Faber – yes, Trustee Lowery – yes, Trustee Curtis – yes. Motion approved (5-0). Trustee Curtis asked about the state statute in this situation. Atty. Drendel said that there is no state statute on this issue. The issue is that the Village adopted its own rule by Resolution, the Responsible Bidder Ordinance. The Ordinance says that the Village has determined that a responsible bidder is someone who has a Department of Labor approved joint apprenticeship program. Curtis asked if the Village can amend the ordinance to allow for the Village having done a certain amount of due diligence. Mayor Berman said this is something the Village can look into and discuss further.

4. Approval of a Bid from Geneva Construction in the Amount of $1,436,243.39 for the 2015 Street Improvements Program
Motion for approval made by Trustee Gaffino and seconded by Trustee Faber. Roll Call Vote: Trustee Gaffino – yes, Trustee Carroll – yes, Trustee Faber – yes, Trustee Lowery – yes, Trustee Curtis – yes. Motion approved (5-0)

5. Approval of the Bill List dated April 20, 2015 in the Amount of $287,710.88
Motion for approval made by Trustee Lowery and seconded by Trustee Carroll. Roll Call Vote: Trustee Gaffino – yes, Trustee Carroll – yes, Trustee Faber – yes, Trustee Lowery – yes, Trustee Curtis – yes. Motion approved (5-0)

5. Water – Paul Young reported that the water main project is going well and will be wrapping up this week. The old fire hydrants have been pulled and will do landscaping in the next couple of weeks.
