COMMITTEE OF THE WHOLE MEETING MINUTES
MARCH 7, 2016

CALL TO ORDER
Mayor Berman called the meeting to order.

ROLL CALL
In attendance: Mayor Dale Berman, Trustee Laura Curtis, Trustee Mike Lowery, Trustee Chris Faber, Trustee Mark Carroll, Trustee Mark Gaffino, Trustee Mark Guethle, Village Clerk Lori Murray.

Staff in attendance: Village Administrator Steve Bosco, Finance Director Bill Hannah, Community & Economic Development Director Mike Toth, Police Chief Dave Summer, Public Works Superintendent Mike Glock, Water Superintendent Paul Young, Village Attorney Kevin Drendel.

DISCUSSION

1. Fireworks Discussion – Currently the Village donates $6,000 to the City of Aurora for the annual Fourth of July fireworks display. Trustee Gaffino said that since the Village of North Aurora is branding itself, it would be best to have its own fireworks show in the Village. Trustee Lowery agreed with focusing on the Village due to North Aurora’s re-branding. There was discussion about alternative fireworks between the east and west side each year. Trustee Carroll said he was in favor of bringing the fireworks back to the Village and was interested in having it on the 3rd of July instead of the 4th. Village Administrator Bosco said there may be a $5,000 savings to have the fireworks on the 3rd of July. Trustee Curtis suggested working with the Lions Club, Mothers Club and NOARDA on a 4th of July celebration. The Board was in favor of bringing the fireworks back to North Aurora in 2017. Trustee Gaffino suggested a sub-committee to work on planning. Mayor Berman noted his concern about being able to see the fireworks due to the large trees along the river. The Board suggested testing the visibility. Discussions to follow in future meetings.

2. Laurel Drive Parking Ban Discussion – A parking ban was suggested along one side of the street on Laurel Drive between the Butterfield Apartments to Spruce Street. Cars are currently being parked on the village’s parkway. The Village Board was in favor of parking restrictions and suggested the association manager inform the residents before the ban is put in place. Attorney Drendel stated that an enforceable ban would need to be enforced by ordinance.

EXECUTIVE SESSION

Motion made by Trustee Guethle and seconded by Trustee Lowery to adjourn to Executive Session for the purpose of Reviewing Executive Session Minutes dated 1/18/16 and Review the Release of Executive Session minutes. All in favor. Motion approved.
