Plan Commission Minutes

CALL TO ORDER – 7:00 pm
Chairman Brackett called the meeting to order.

ROLL CALL
In attendance: Chairman Mike Brackett, Commissioners Connie Holbrook, Mark Bozik, Mark Rivecco, Ana Tuohy, Aaron Anderson Not in attendance: Commissioners Mark Carroll, Jennifer Duncan, Tom Lenkart. 

Staff in attendance: Interim Village Administrator Dave Summer, Pete Iosue of Teska Associates.

APPROVAL OF MINUTES
1. Approval of Plan Commission Minutes dated October 2, 2012
Motion made by Commissioner Holbrook and seconded by Commissioner Bozik. All in favor. Motion approved.

NEW BUSINESS
1. Plat of Resubdivision for 149 Grant Street
Pete Iosue stated that the only issue remaining from Rempe-Sharpe is that the surveyor stamped but did not sign the plat. Motion made by Commissioner Bozik and seconded by Commissioner Rivecco for preliminary and final approval of the Plat of Resubdivision for 149 Grant Street, as presented, with the input of the minor issues that still need to be resolved as noted by Rempe-Sharpe. All in favor. Motion approved. 

2. Reapproval of Randall Highlands Plat of Resubdivision of Lot 64
Iosue said this came before the Plan Commission in January and was approved by both the Plan Commission and Village Board. It did not get recorded and after approval it has to be recorded within 6 months. Therefore, the approval is now void and needs to be reapproved. 

Danielle Dash of Next Generation said the delay was due to the fact that they were still trying to secure financing on the project. Dash said that they should be in front of the funding committee in the next few weeks. 

Motion made by Commissioner Holbrook and seconded by Commissioner Bozik to reapprove the Randall Highlands Plat of Resubdivision of Lot 64. All in favor. Motion approved. 

OLD BUSINESS – None

PLAN COMMISSIONER COMMENTS AND PROJECT UPDATES
Pete Iosue reported on the following:
1. Annual TIF/Joint Review Board meetings scheduled for tomorrow. Iosue said he is in the process of going through the applications for the TIF grants for the Route 31 TIF. Two (2) businesses applied for TIF money. One was from Culvers to redo their parking lot and minor site improvements and the other request was from a house, for siding and windows. 

Commissioner Rivecco asked if Iosue knew the intentions of Dolan & Murphy regarding the properties along the riverfront located behind the new Speedway on Route 31. Rivecco said that Dolan & Murphy’s website appears to advertise that Offutt Lane would be the ideal place for a large multi-family development. Iosue said he was not aware of this and would research.

Motion to adjourn made by Commissioner Holbrook and seconded by Commissioner Rivecco. All in favor. Motion approved.
