CALL TO ORDER
Mayor Berman called the meeting to order.

In attendance: Mayor Dale Berman, Trustee Mark Gaffino, Trustee Mike Lowery, Trustee Laura Curtis, Trustee Tao Martinez, Trustee Mark Carroll. Not in attendance: Trustee Mark Guethle and Village Clerk Lori Murray.
Staff in attendance: Village Administrator Steve Bosco, Finance Director Bill Hannah, Community & Economic Development Director Mike Toth, Public Works Director John Laskowski, Police Chief Dave Fisher, Village Attorney Kevin Drendel.

NEW BUSINESS
1. Approval of Ordinance Granting a Map Amendment to Rezone the Property Located at 345 Sullivan Road from the O-R Office Research District to the B-2 General Business District
This item has gone before the Plan Commission and Public Hearing on September 3, 2019 with unanimous recommendation for approval. It was presented to the Village Board during Committee of the Whole on September 16, 2019. Motion for approval made by Trustee Carroll and seconded by Trustee Curtis. Roll Call Vote: Trustee Gaffino – yes, Trustee Lowery – yes, Trustee Curtis – yes, Trustee Martinez – yes, Trustee Carroll – yes. Motion approved (5-0).
2. Approval of Ordinance Granting a Special Use Pursuant to Title 17, Chapter 8 of the North Aurora Zoning Ordinance to Allow an Animal Hospital and Veterinary Clinic at 345 Sullivan Road
Motion for approval made by Trustee Curtis and seconded by Trustee Lowery. Roll Call Vote: Trustee Gaffino – yes, Trustee – Lowery – yes, Trustee Curtis – yes, Trustee Carroll – yes, Trustee Martinez – yes. Motion approved (5-0).
3. Approval of Resolution for Route 31 TIF Façade Grant Funding to 313 and 315 South Lincolnway in the Amount of $2,369.27
This was a supplemental request submitted to the Village Board for funds with the demolition of 313 and 315 South Lincolnway. They are requesting supplemental funds for the utility disconnection and well sealing on both properties.
Motion for approval made by Trustee Lowery and seconded by Trustee Gaffino. Roll Call Vote: Trustee Lowery – yes, Trustee Curtis – yes, Trustee Gaffino – yes, Trustee Martinez – yes, Trustee Carroll – yes. Motion approved (5-0).
4. Approval of Special Event Permit for Fox Valley Park District’s “Local Legends and Lagers” Event
Motion for approval made by Trustee Gaffino and seconded by Trustee Lowery. Roll Call Vote: Trustee Lowery – yes, Trustee Curtis – yes, Trustee Gaffino – yes, Trustee Martinez – yes, Trustee Carroll – yes. Motion approved (5-0).
5. Approval of Special Event Permit for Fox Valley Park District’s “Trivia Night” Event
Mayor Berman asked if the Fox Valley Park District would have police officers at the event. Village Administrator Steve Bosco said that the applicant for the Fox Valley Park District permits, Jeff Palmquist, was at the meeting and able to speak, and also noted that the Village’s Police Department has a reciprocal agreement with the Fox Valley Park District where the police department patrols park district properties. Motion for approval made by Trustee Curtis and seconded by Trustee Martinez. Roll Call Vote: Trustee Curtis – yes, Trustee Gaffino – yes, Trustee Lowery yes, Trustee Martinez – yes, Trustee Carroll – yes. Motion approved (5-0).
6. Approval Ordinance Amending the North Aurora Code Section 5.08.350 to Increase the Number Of Class A – Large Restaurant Liquor Licenses Authorized in the Village Of North Aurora
A new business, Randall Café Bar and Grill, is coming to town at 360 and 362 North Randall Road and requesting a liquor license. Mayor Berman noted during discussion the size of the business as being smaller than a full scale restaurant. Village Administrator Bosco said the original building plan indicated about 35 seats and a small bar area. Motion for approval made by Trustee Curtis and seconded by Trustee Carroll. Roll Call Vote: Trustee Curtis – yes, Trustee Gaffino – yes, Trustee Lowery yes, Trustee Martinez – yes, Trustee Carroll – yes. Motion approved (5-0).
